conversation incredibly exciting and i'm glad we as a board are talking about what it needs to have a true city-school partnership. i think it's important for usas a city to have a discussion about what it costs to run schools. i had the opportunity to sit on the first citizens advisory committee when prop h was created in march of 2004. you know, we fully funded prop h as the voters had asked us in its first three years that we've released funds to the school district. unfortunately in the last five years we have pulled the trigger which allows us to cut what we give to the district by 25%. over the last five years that means the city has reduced what the voters have asked us to give to the schools by 74 million. you know, when the city economy is weak, that is what the trigger was put in for. there's clearly a reason as to why the city had to reduce this -- for the school district. but i think the emphasis behind where the supplemental came from as we ask the school district how are you going to fund these programs going into the future i hope we have a real conversation next year, as our city economy looks better and our city economy grows

anything else, i think that this is one of those issues where hope that it is an opportunity for us, as a citye respectful dialogue on what is an issue where clearly there are different opinions. >> president chiu: supervisor olague. >> supervisor olague: in many ways i think that this is a solution looking for a problem. because with the exception of a small area in the castro, i'm not certain that this has reached such epidemic proportion that it nes estates a citywide7e ban on nudity. the whole idea of this being a form of expression, not unlike -- that is sort of being limited, and in some ways is -- i don't know, is an imposition on a person's freedom of expression or civil liberties, i think that that's another conversation that i'm interested in having at some point. but it clearly isn't going to happen today. so -- but i do believe that when we start to surrender some of these basic rights, citywide, that, you know, what's next. you know, a lot of people think that that's clichÉ butkk%( 1aÑ k tattooing or yellow hair, or what. so i just -- i think it's unfortunate. too, i agree with mo

use of a taser? do you know that? >> i know a few but i have not done any comprehensive analysis of that. no. >> i think that it would be helpful for us, as a city to have information on that. and i don't know that the best way to kind of compile that information, but i think that that is certainly something that i would be interested in learning. >> thank you. >> we can do that. >> just lastly before going on to public comment and perhaps we will have you back and respond to the questions or issues that come from the public comment. >> but looking at the letter that the aclu has written to the mayor, i think that it is a lot of good points in here, they talk about liability as well. this is one paragraph, if you don't mind my reading despite advocacy by police departments and taser international, taser use remains highly controversy and studies have called into question the weapon's safety, in particular against high risk populations such as those with mental illness or those under the influence of drugs, the lifrn between elevated risk of serious injury and these populations should raise serious concerns for officials grapling with health on t

want my colleagues to understand i introduced the supplemental because i think it's important for us as a cityt our school on thisfjpfw very is. it's not the school district that came to me asking for this money. this is something i felt was the right thing for us to do and the right way to spend our statewide reserve funds. unfortunately, in these discussions, we've found that, as our revenue has done better, and many of you have gotten the report from our controller today that our budget actually grew a little over $50 million since june 30, that many of our baselines have gone up. one of them of course is our public school's baseline. so one of the amendments that i'm introducing today, that you currently have before you, is that instead of pulling the entire $2.7 million that has been requested -- that i'm requesting, that -- from the statewide reserve fund that a portion of that $1.4 million comes from our school district set aside funds. this is our baseline for the public schools. the remainder amount i'm still revenue -- reserve. in addition i'm also asking for a second amendment. so t

opportunities and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile radio. you know, we have the coverage issues, but we were stationed at the san francisco police department command van, i had some very sharp people there who were able to work through a lot of those interoperatability issues so a huge thank you to the police department and also the fire department and sheriff's department were also there able to provide us with otherality gnat communications paths, only channels we were able to use for the exercise. it was a really good team effort by the city

in doing had a and thank you so much for standing up for revenue generating gross receipt tax that was huge for us in fraction and it has been a major impact for us moving forward as a city and i appreciate your effort on that and clean power as well but really, aura person who's driven by your values and upbringing and you have kept that with you and i really appreciate how you have been out spoken. (applause). . >> supervisor kim? >>> christina not to reiterate what everyone has said but it certainly has been a journey to watch you this year in this new role having melt you first in 2,000 will 20,002,003 we actually spoke at the same rally consists a chinatown c b.c. and i thought i was getting exposed totivist and is supervisors and communities and the worse happening around san francisco and around community oriented planning and one thinking that we know here at the board is land use and budgettings and many of us know how important that expertise is we think about social rights and social services and all of those thing are important and land use is at the heard heart of how we planning communities and how we determine how our resources are allocated and our budget

know the cultural benefit of not life on our city without entertaining and night life, it would be a completely different city. a lot of us might not like it as much. if you do not have that community building, that tool does not exist anymore. it is not just about that. it is about keeping this city diverse, and having young people that actually want to come here. i cannot tell you how many times i walk home up market street and see a line of young people waiting to get in to hear live music. even though i am an old fuddy- duddy now and i do not stay out as late as i used to, it is important to me to know that young people have things to do today. audrey asked the economic question of me almost immediately after taking office. it benefits us the truth about $55 million in tax revenue. nightlife is the only significant industry in this city that sometimes gets treated at times as it is a nuisance, a problem to be managed. and of course, we have to focus on making sure it is safe and that people are complying with the laws and that we are not having shooting. but when you get so focused on combating the negatives -- every industry has the nega
