at san francisco city hall. thank you all so much for joining us here tonight. it is an honor to be here. my name is daniel homsby and i am the program manager for the neighborhood department networks. an honor to see you here. many of the same faces for the fifth year for the men awards. let's give you an a plays for coming back. (applause) >> and celebrating one of the most important things we have in san francisco, which is our neighborhoods. without further ado, i'd like to start the program off by introducing my colleague, christina palone, the new director for the mayor's office for neighborhoods. christina palone. (applause) >> good evening, everyone. i'm happy to be a part of such a great ebit that celebrates the contributions made by residents and organizations throughout the city to make san francisco one of the greatest places to live. the mayor's office of neighborhood services also known as mons focuses on neighborhood outreach and engagement. it is an honor to be here with community leaders who are dedicated to the same principles and are positively changing our communities.

these awards are important and they're an important opportunity for all of us at city hall to make a the people and organizations that work hard every day to make our neighborhoods the very best that they are. so, i have the distinct pleasure to introduce one of my most favorite people, city employees here in san francisco. y'all just heard from mr. clean, and that's who we affectionally call the director of dpw mohammed nuru. and he has a right hand and that right hand, her name is sandra zanega. it doesn't matter what neighborhood you're in, you can call either one of them and they will tell you what's going on. they know what's going on in that neighborhood and they know the pumps of what's going on in that neighborhood. not only do they reach out to every neighborhood association, merchant association, but they also work hard with the corporate sponsors to make sure that they are committed to our neighborhoods, to making sure that they are clean, that the graffiti is removed, that the dumping is taken away, that we have vibrant commercial corridors, vibrant commercial -- vibrant

at city hall. claudine wong is live to let us know what's happening there right now. >> reporter: we have an interesting situation here at city hall. we're in the rotunda, valentine's day, a very popular day to get married. we've seen a lot of couples get married here. people can go ahead and give their vows and walk off as a married couple. i want to walk you over here to the south light court. right next to the rotunda is a press conference that's underway right now. inside this room are a lot of couples as well. but these couples are not allowed to get married because they legally can't because they are same-sex couples who are hoping to be married and hoping the laws change soon. we could be looking at big changes soon because the supreme court next month will be looking at this issue. the highest court will be considering the constitutionality at the defensive marriage act and prop 8. a decision in that case could have far-reaching implications for the country. now, we did talk to one couple in here who have been together for ten years. domestic partners for four years and are hoping to get married

at risk. >> they knew that if they didn't fix these thing, they were increasing the risk, unnecessarily increasing the risk, of something major happening. >> so why were they still using them at texas cityut i mean, this was a plant that made how much in profit? >> they made about $1 billion a year at that plant. >> so there's money there to replace them. >> sure. well, ed, the deal is, you want to make $1 billion dollars, or do you want to make $998 million? they chose to make $1 billion. >> there is evidence that texas city's own plant manager, don parus, was dismayed by unsafe conditions at the refinery and even tried to get the attention of his bosses in london. he briefed them on a report revealing that most workers at the refinery felt the plant was unsafe. one worker wrote... another wrote... >> what do you do you when you realize that everybody at the plant says this place is about to blow up? >> and what did they do? >> they didn't do much. two months later, the plant blew up. >> bp's top refinery executive john manzoni said under oath that he didn't know of serious safety concerns at the refinery until the day of the explosion. >> the 23rd of march, 2005. >> before that, you h

at the nasa ames center. investigators are urging anyone with information to call them. >>> drug use is on the rise at one south bay city park. in gilroy police are trying to crack down to it because of the close proximity to a school. ktvu's janine de la vega joins us from miller park to tell us what she's observed there. good afternoon, janine. >> reporter: good afternoon, tori. all morning we've seen a group of men loitering here. we've seen cars pull up, talk to some of them. others go in and out of the bathroom. it looks suspicious and some parents wanted to stop. as dawn started to break this morning, we started to see homeless men appear in homeless park. one spoke to us admitting his friends come near to smoke marijuana and use methamphetamine. >> you will see groups all around. you know bad things are going on over there. i don't even bring my kids over there and i live right across the street. >> reporter: this woman says a transient tried to come inside her home and she had to call police. the park is located across from a middle school. police have been receiving complaints in the neighborhood about drug and

[spelling?] and good afternoon president torres and we will talk about the next seem with the sewer system improvement program and we will re-cap the validation work that we did this past summer and then we will talk about the implementation of stage one project which have been authorized and funded. jeep will be walking through resource the contracting approach, the tools for efficient deliver and risk management and i'll return to talk about the public outreach evident. jeep is the ssi p deputy of preconstruction activity he served in that role with -- and will serve with me in this program

and when we came to you and we said, look at this 20 to 30 megawatt program, that already was a tiny sliver of the thousand megawatts of use in the city. so, a thousand megawatts is used, and we were only asking for a 20 to 30 megawatt type of phase 1. if you look at just the usage in residential usage, it's about 215 megawatts. and, so, us going out with a 30 megawatt initial phase compared to 250 megawatts of total residential usage, we thought that was a conservative assumption. but even with that, we in particular looked a lot at tier 1 and tier 2, the very small users who the monthly green premium, would be very small dollars. it would be the 6 to $10 a month, or the 13 to $20 a month because we thought that that's still within a very much affordable range. and, so, those were parts of the, parts of the steps we took to be careful. and, so, when you say what is the expected level of participation, i think that we've tried to be very cautious and say that we're not going to know for sure. but if we use a thousand in the city and we're starting out with a program that is 30, that if this handful of customers here isn't ready to sig

vision because subsequent to that a lot of other parks were built in the middle of cities and most noticeably for us at&t park, wonderful asset for us. they also built a new football stadium a few hundred yards or maybe 1000 yards or so away from camden yard at the end of train yards a great benefit for the city of baltimore. i commend them for their vision in this issue and i'm happy for them even though i am very sad for us having lost the game. i have to acknowledge some of the leadership and some good choices that were made fast that set the tone for stadiums being within the middle of cities. >>: commissioner moore, now you know. >> commissioner moore: there must be baltimore leaings seeing city attorney -- high at commissioner wu also wearing purple. speaking about potential redesigns of the lower floors of the trans-bay tower, i also heard that -- might be looking for a building we approved on the corner of mission and beale i think. mission freemont. any of those streets. if there are updates as they pertain to changes in buildings i think the commission would be very interested to get a genera

us feel wonderful and accepted and celebrated. >> there is a lot of city agencies, city departments, divisions that offer up their employees to help us out since overwhelming response, it's unbelievable at city government works. this is the time that san francisco city employees have really outshined san francisco's clerk's office didn't need to hear from the mayor to say what's your plan. they offered a plan and said here is our strategy. here is what we can do. we can add all of these computers here and there. we can connect our databases, we can expand our capacity by x. we can open up early and stay late and stay open on the weekends. it's unbelievable. we can coordinate all of the training for our volunteers and them in as deputy marriage commissioners and make sure it's signed and certified. that's an example and a model for others. this is -- what happens is when people prove that things can be done, it just raises the bar for what is possible for everyone else. >> it kind of went cooled plan and this is what we planned for. in some respects, people have kind of commented to me, oh, my god, you were a part of history and how many couples did we mary? how many families did we star

i believe the deputy city attorney forewarned us about that at the last hearing. i think we were generous in allowing this case to be delayed for change of counsel and proper briefing. but i continue to be persuaded by the facts and what i have read, that this is a series of violations and this is an appropriate suspension. >> okay.it's interesting in terms of history, because this board back in the '80s, every meeting there would be a suspension or a revocation case related to a massage establishment? >> when was this. in the '80s and mimes more sometimes more than one. i don't know if the numbers has gone down or they are obeying the law more. >> you did your job in the '80s. >> the question here, i don't think there has been a lot of dispute over the incidents. there is probably some dispute over the exact happenstance over the more serious incident and therefore, i accept that there has been a number of issues here that warrant some level of penalty. the contrary side to that is the fact that there were some due process issues. one in terms of the 20 days. and

but they have been very helpful in us really monitoring and having some proof at city effectiveness because somebody asked me in the other presentation, you've got all these programs, you've got clean up programs, how much are you spending on your program? we're spending a million dollars a year and everybody is saying, well, you know, how do you justify where you are putting those dollars? and i'm justifying putting those dollars because i can take my graffiti audit and say i know that this is where the graffiti is happeninging in the city. this is where the taggers are moving around and that information is then also shared with the edmonton police service and they are using that information in terms of going after which taggers so it's critical for a city to really look at not just anecdotally look at whether your graffiti is going up or down, it has to do with how effective you can make your programming. the graffiti audit program we have come up with, we looked everywhere to see if there was anybody doing any type of statistical analysis on graffiti vandalism in cities and we weren't ab
