that's picking up some of the strategies and some of the outreach and some of the connection of some of the programs that the department of health and human services and hud have used for several years, and it's wonderful that we really actually have a partnership now between the department of veterans affairs and hhs and housing and urban development. and one of those engagement strategies is trying to make sure there is outreach to the individual military member and their family member in some ways to make sure that they are employed, as dr. karlin indicated, and that they have the kind of support services around them that they need. many of the family members don't really know what to do. in other words, someone comes back into the house, they feel ... everyone's, you know, maybe angry, there's a lot of adjustment going through, they're not quite sure how to approach the discussion. what happens is that they may have some financial problems, they might not be able to get a job, so all of these homelessness programs, as dr. karlin indicated, are looking at not only housing issues, but also supported employment opportunities and also family support opportunities.

and has been much worse. the annual national survey of drug use and health conducted by the department of health and human servicesshows that the percentage of americans using illicit drugs rose steadily through the '60s and '70s, and tell it reached a peak in 1979, a 14.1%. that means 14.1% of americans reported use of illicit drugs in the last 30 days. then came the 1980s with consummate law enforcement efforts, combined with concentrated drug prevention campaigns. remember nancy reagan's just say no campaign? everybody laughed. guess what? by 1992 when bill clinton was elected president, illicit drug use had been cut by over 50%, the 5.8% of the population. the results were even more dramatic for marijuana. youth marijuana use peak at 14.2% in 1979, and declined to 3.4% in 1992. it was back up to 18.3% by 1998. i'm wondering if we have had similar success reducing the out of wedlock birth rate or the illiteracy rate in our country, if we would have called our efforts a failure. the fact is that even today our drug use rates in america are lower than they were 30 years ago. let me turn specifically to the issue

us write the program would be proud. these units are not just high places for people. it is also a service. services from our department of public health and from the human services agency. a collaboration that this building represents. we have a lot to celebrate because not only is it a complex thing to do, in a needy community, but it accomplishes so many other goals that the city has articulated that are really important. i look forward to many more with the tndc. there is a lot more to do. i walk in and marvel all of the amenities that we have, and units are so precious in this community. i can only thing, how many hundreds of others wanted to be in this situation? and they would want to have a mayor, board of supervisors, city and state agencies all working together in a less political setting, more in a community, social goals setting, where we can collaborate and put our money together and work with wonderful banks, like wells fargo, and others who are contributing to the financing of this building. it is not politics that rules the day. it is people that have great objectives that put down the barriers they can. the biggest barrier is the barrier
