"today in the bay's" christie smith joins us live from oakland where a new program helps people confirm their status. good morning. >> reporter: good morning. you can already go to the drugstore for things like flu shots and blood pressure testing, but there is a new pilot program out there aimed at finding out if people would be interested it in going to their local pharmacy like this one here in east oakland to get an hiv test. two oakland walgreens stores are among dozens of walgreens across the country offering free hiv testing tomorrow through friday. this is just the start of the centers for disease control -- they had announced a $1.2 million to offer hiv testing at pharmacies in 24 cities. mike's pharmacy in oakland has been selected to take part in the program. the owner says they begin the free service soon. >> we're a maul pharmacy dedicated to patients. we have one on one contact with p patients, and this is going to be a great service we can offer. >> reporter: now at the alameda health department, they say they could use the help getting people to take the cheek swab test.

oakland lead to the discovery of something much bigger. a marijuana grow operation. tara moriarty joins us now fromakland with what police spent the night doing. tara. >> reporter: about 15 minutes ago police left here with all of the marijuana to take it downtown to book it into ed and eventually it will end up in the incinerator. if you take a look behind me this is the house where they confiscated it from. neighbors say they had no idea an illegal grow operation was right next door. police loaded up their cars with about 300 pot plants, fans, and ramps taken from inside the home. they estimate the street value here upwards of $30,000. now they found out about the operation due to a fire. because the house was sourcing so much electricity it sparked a fire in the electrical box outside. >> our lights in the house just went dim and then came out and the whole box over there the electrical box was on fire. so i grabbed my smoke thing and came out here and put out the fire. because we thought everybody was going to go up. >> reporter: authorities say the suspects rigged wires to illegally route powe

oakland police officer is recovering this morning. tara moriarty has been talking to neighbors about the shooting and joins us live from oakland to let us know what they saw. good morning, tara. >> reporter: well, the neighbor says that he felt that the female officer involved in this shooting was justified in shooting the suspect. it happened right here in front of this corner store, which is called muse market. it's on the corner of 05th and e streets -- 105th and e streets. a neighbor says he heard four shots fired. he ran out and discovered the knee male officer pointing a gun at a man in his 20s who appeared to be shot in the leg three times. witnesses say two men were fighting. a female officer intervened when she noticed one of the suspects had a conseemed gun. so she fired. some say the officer was nice enough not to wound him. others say that's contributing to the problem. >> i heard about four or five gunshots. >> did it sound like people firing at each other or -- >> i heard just the gunshots. >> i didn't hear anybody firing back at each other. i just heard gunshots. >> reporter: police detained a second person for question

oakland police are investigating this officer- involved shooting. it happened last night and they just revealed more information. we're also hearing more from witnesses. tara moriarty joins us live in oakland to explain how this incident happened. >> reporter: neighbors say two men were arguing in the car and that's what prompted police to intervene and police had actually stepped up their patrols in that neighborhood because of a recent spike in robberies and shootings. now, if we take a look at the video here, this is the scene of where everything happened. police received a tip also that there was a gun in the car with the two suspects inside. it happened near the corner store off 105th and e street around 7:30. when police approached the scene, the driver of the suspicious car got out and a brief struggle happened. during the struggle, the female officer noticed the driver had somehow armed himself with a gun and she fired and witnesses say she struck the man in the legs and the chest. but some neighbors are disputing the police's account. >> if he watt -- too many -- if he reached for it, i would have from problem. but so many people said he didn't do that. >> reporter

oakland protest. kristin harris has the findings >> one line says that crowd control tactics used were outdated, dangerous, and ineffective. that is just one line from the report about the response to occupy oakland. we all remember those pictures of police clashing with protesters, evicting them first from city hall lawn and then later in the night, teargas. now a report by an independent group is detailing 68 serious problems and the oakland police department's response. it says the response was fatally flawed and that there were not enough officers on hand, only 28 when protesters returned to the plaza. the report also calls out investigators for reportedly closing the investigation into what happened to scott olson, the iraq war veteran who was hit in the head with a tear gas canister. police chief howard jordan took full responsibility but said a lot of the changes are already under way >> i am fully committed to making all necessary changes >> we know that the city has been struggling with reforming some parts of the police department for decades. i believe that the chief has the courage to make the change >> this is bought and paid for by the
