from pg&e today on the deadly san bruno pipeline disaster. the utility is facing more than $2 billion in fines. as kpix 5 reporter anne makovec tells us, pg&e has until the end of the day to respond to the public utilities commission. she joins us live here in san francisco. anne. >> reporter: the state public utilities commission did deal out the highest possible penalty for this accident in san bruno. and they also -- so far we have heard no word from pg&e. this is the nightmare that could lead to the largest fine ever given by a state regulator in the u.s. the california public utilities commission recommended that pg&e be forced to pay $2 .25 billion for the pipeline blast in san bruno which killed 8 people and leveled dozens of homes on september 9, 2010. >> the families of the victims are struggling to rebuild their lives. >> reporter: today is pg&e's deadline to respond to that fine. the utility watchdog group "turn" says it's justified. >> they have had hundreds of thousands of violations over the years that they need to be held responsible for. >> reporter: the money would be used to improve infrastructure safety and would co

from? it's a staggering amount. and what kind of improvements would pg&e use it for? >> first of all, they've already spent $1.5 billion. the money is not in the bank cording to the ceo i spoke with earlier this week. they have to go out and raise that money. you have to ask yourself, investors looking at pg&e and saying, they've got to come up with basically 10% of the value of their company. this company's worth about $21 billion in the stock market. they've got to come up with 10% of their entire corporate value to pay off a fine. and part of that is going to be to improve the system. but what's interesting about that is, that you have to look at where the money's going. about half of it would go for continued future improvements, all of this paid by shareholder dollars. about $1 billion would go directly into california's general fund. here's where some criticisms have arisen. the california public utilities commission, an absolute creature of the state of california, is up to its neck in culpability in this thing. they said we're not fair-minded regulators of pg&

from the south bay. it involves a pg&e substation that was the scene of trouble just one month ago. janine de la vega is joining us live. she is right there in south san jose. what happened? >> reporter: there are sheriffs deputy cars parked out here. you can also see there is private security. they've been flashing their lights. there was a search going on here earlier after a suspicious person was seen. what we are hearing a suspicious man was seen on the pg&e property a couple hours ago. again near met calf road and monterey highway. security shined their flashlights on them and he went running toward monterey highway. this is the same substation that was vandalized a month ago. police called it sabotage because they cut fiberoptic cables and fired a rifle at the substation. that knocked out 911 calls and caused oil to leak from their trance former -- transformers. we know security has been tight here. we put in a call to the sheriffs department to find out about the search that was done here a couple hours ago and what they came up with. we are starting to hear back from them as well as the pg&e we called them
