governor jack markell, thanks for joining us from wilmington. that me asking this question.now you don't have a lot of inside information about joe biden's deliberations about getting into the race. but if your friend decided to run against hillary clinton, what would he bring to the table in that race? >> he would bring a lifetime of work on behalf of the middle class, a lifetime of expertise in working with leaders all around the world. plus he has a lot of accomplishments in the obama administrations to build on. he would certainly bring a lot to the table. as you say, i don't know that anybody really knows what is going to do. john: i know you are not a totally disinterested party, but you are pretty involved in democratic politics you have been all around the country. how would you rate his chances if he got in the race to actually win the nomination? >> i think there are others that are probably better, but i do know that what he would bring to the table, as i mentioned a moment ago, a focus on something that has been incredibly important. mark: i know you don't think

on breaking news in wilmington, delaware, ten year old child was shot now in serious condition at the hospital. "eyewitness news" reporter jan carabeo joins us now with the latest fromorning. >> good morning, indeed, this is where the investigation is well underway right now. police dispatch confirmed ten year old child was shot in wilmington, delaware, early this morning, right now, you can see the crime scene unit behind me here on scene, dusting the window sill therefore fingerprints. looking for any evidence that might point to suspect of hire on scene however, police, aren't saying anything more just yet. say they are waiting for public information officer to arrive to give out more information. in the meantime, again, you can see, police still on the scene, and investigating. now the crime scene unit has been busy here overnight on the 700 block every townsend place in wilmington. we've seen officers with flashlights, earlier this morning, walking in and around these homes looking for evidence, and again, now they are dusting for fingerprints going in and out of the crime scene, inside of the house, as well. now, application dispatch tells us before 2:00 a.m.,

us live in wilmington. what's the latest? >> reporter: police are paying special attention to the house here just on the inside from a store on street in wilmington, just off the downtown line there. we can tell you police have confirmed that one woman has died. another woman and a child are being treated at area hospitals. police are not telling us the relationship of these women to the child. however, neighbors tell us the child is a 5-year-old girl and they say this is the second shooting in this neighborhood this summer. residents say they are fed up with the violence. >> it hurts. you know, it hurts. bunch of innocent people from your city getting harmed? and no one knows anything, no one wants -- everybody wants to act like they don't know anything? kind of sad. >> reporter: we have seen police going through trash bins. they have towed a car within the last 15 minutes here. they are not telling us if they have a suspect in mind or what motivated this shooting. at this point, we do not believe anyone is in custody but again, a very active crime scene here with police looking for evidence and still talking to a number of
