as a reminder, this is an agency that was operating outside of the city's financial system using a different payroll system in different collective bargaining units, using different contract in roles. bringing it into the city family in rules and procedures is probably going to be an effort that takes the full year ahead, and we will pursue a lot of time from our staff as well as the city administrator staff and bring that ahead. we are looking for to implementing an open checkbook initiative this year, which will provide the public with improved access to public and searchable information regarding the city's spending and budget information. we have some of this available on our website that lets a member of the public look up a given department contract and see how much we're spending on a certain vendor or on a given service. we are hoping to broaden that into a broader sense of searchable information that will give the public more insight into how their tax dollars are spent. we are looking forward to pushing ahead with that this coming year and developing some of the key components of that project. we ha

the proposed cuts are unrealistic for us in the city administrators of those given there are no anticipated vacancies and this attrition rate has been 0%. what we propose is instead of this attrition, we propose delaying the hiring of the 0932 position until january to garner savings there. on page 69, the second issue is the earthquake safety program. the budget analyst is recommending decreasing the position from a manager 4 to a manager 2 position, and we respectfully disagree in that this position requires a highly technical person with the knowledge and ability, who is likely an architect or engineer or certified this -- building inspector. this person would require extensive knowledge of local and national building codes, which are in constant change, and experience and emergency planning. the ability to work with the community with outreach to improve these vulnerable buildings and also to work with any of the different departments. as you know, we don't know when the next earthquake will occur, so we want to staff this position immediately. the former city administrator amy brown ha

all know that san francisco is the only city in the state of california that charges a business payroll tax as our main way of asking our business community to help us pay for city services. as the only city in the state that does that, obviously, that has created a certain amount of disincentives to the creation of jobs. at this time, only 10% of all businesses pay the business payroll tax and there has been for many years a discussion of the unfairness of those businesses that have had to shoulder the burden and a lot of small businesses that have been in more labour intensive industries. in 2010, i have asked the commission to consider when possible variation of the payroll tax which we considered and debated for a number of months. mayor lee and i asked our city controller and chief economist to spend a number of months researching in detail what for possible alternatives to the business payroll tax which has led us to the conversation that we're about to have today. i think you know the gross receipts tax is used in over three dozen cities in california. i want to thank our controller and our chief economist and their staff for putting together
