in the city's history. david collins was in the audience. he joins us live from city hall. >> it feels more like a coronation. rawlings-blake received 52% of the vote in a city where democrats outnumber republicans 9-to-1. she is not scheduled to speak until 12:40 p.m. in her speech, which we have not seen a copy of, she is expected to announce her intentions to l ure as many as 10,000 families into the city over the next decade. we will be listening closely to her speech to see how she plans to attract new residents and to keep those already here from leaving. her two years in office after dixon was forced to resign -- she has steered the city through budget deficits and soaring crime rate. she has also had to deal with 30,000 vacant properties and school buildings that need $2.8 billion worth of repair. she has already laid the groundwork to address these problems. she said she intends to seek another term in office after this one. we are currently being serenaded by the baltimore city school of arts. there's a lot more on the plate here in terms of the opening with song

us today. the truth is we all are being exposed to antennas, there are obviously none in city hall, but there are other sorts of wireless -- there are in city hall there are all kinds of wireless antennas about us all the time and it's just reality because we're in a city with complicated topography and when we have had these multiple hearings around cell phone antenna sightings, we found that because of our topography, these cell phone antennas are needed every few blocks which is really startling, but then i look at the ipad, the iphone, all other kind of tablet devices, droids, computers, wireless network systems and so on and so on, you know, a lot of small businesses anymore, they don't even have to have a cash register. they use a wireless, the new squared system or other sort of products that are wireless to allow them to take credit cards. we're moving in an age and we're living in an age where we probably, i imagine everyone in this room probably partakes in these sort of devices and so we all say we want this and we grab for it and we go for it, but the consequences of that lifestyle th

i want us to do it, it is possible, as kind of a joint thing with the mta, the board of supervisors, in city hall. i do not want the sfpd out there as the bad guys. i saw something recently about cycling in the city of copenhagen, which we all hold up as a role model that we want to be like. the article said it to 25 years to get where they are, and we have tenures of may be good bicycle encouragement under our belt, so we have a way to go. in copenhagen, they are not tolerant of scofflaw cyclists. someone got a tip of running around without lights, and i do not know how much it was, but i think that is what we need to do. we have enough cyclists. we have to remind them that with the rights, responsibilities. we need to make its of the cyclists feel safe and give them a good set of rules. again, i do not want the s&p to simply be the bad guys on this. i just want this to be something where we are talking about safety and where we are talking about cycling, it is an accepted form. we need to hold ourselves, we need to hold ourselves accountable. president nolan: i will ask them to look at that, es
