with supervisor campos that so many of us trust your leadership because we have seen you fight, we have seen you take unpopular positions because you believe in our city and sound fiscal decisions while saving us money and building a healthier population here in san francisco. there is so many things wrapped up in that. i just want to appreciate your work. i want to acknowledge you and i do think we need to congratulations that we are only seeing a 0.7 rise in our health care cost. we've been seeing our cost come down and when this came to my office, i said what happened and why is this coming before us. particularly with kaiser, our population is younger and health ear and their usage is going down by as much as 15 percent. but i think with the information that you presented, i'm happy, well, i will be supporting this today. and i also want to recognize our community advocates and labor that have spent a lot of time also trying to raise awareness around this issue. this isn't just an issue in san francisco. this is a statewide national in san francisco. i want to thank those that have pushed accountability that kaiser has made more. i'm going ask the

in st. vincents, even the city dwellers among us have a choice, even in washington you can leave your digital world behind when you check in. so who are the holiday makers seeking a break? there are three main categories to speak of. the first is made up of those who grown weary of technology. the second is more fear related what could be happening to their personal dale data or information that's been shaped. >> there's a third reason for wanting to switch off and that's people who feel overwhelmed, stifed by the idea of having to be up to date. remaining connected to your professional word is stress uffle of. . but it can also stay stressful to ones who have personal contacts. we have this need especial ily younger people to tell the people who are not with us to become comfortable with. one must post one doing on facebook or treat it. we have also what's known as the fear of missing out. and that's actually quite addictive. the need to be aware of everything that's going on. we can see everything we're missing out. yet, when we're off line you don't have the sensation of missing out. with

, please, again, feel comfortable in talking with your elected representatives, your city wide officials as well as your department heads. this is all for you to get us the feedback in a direction for what we prioritize in the budget. i've heard a lot of things today. we're definitely taking them to heart. i want to note that one of our summer youth job seekers who was very successful in real estate. i'm going to assign him to work with your senior centers rent reduction issue so we have that instantaneous service right there. (applause) >> but i also want to say that with the question that was directed at me for the undocumented youth, first of all, what came to my mind immediately is we have a municipal id card to make sure that those who are undocumented get an official card from city hall. so, please make sure you're aware of that because something that i had worked on with a number of supervisors throughout so many years as our city administrator, and i want to make sure that works for everybody. having said that, we also fund a lot of community-based nonprofits to help us with the employers in the city. and this is why we have focused our effor

in other words, the 1660 mission they installed a charging station right now that is used by the community and i think it's also used by a couple of city departments but mostly you put in your credit card and hook it up and charge your vehicle. if we have charging stations put in another parking lot that currently doesn't have the electric capacity and new infrastructure work has to be done, that would cost us additional money and that's why we asked for $400,000 for that and $242,000 for charging stations. in the 14-15 budget we are going to replace 10 vehicles which is 6 hybrid plug ins and 6 trucks for a total cost of -- $603,000. we know the technology is changing in particular our charging stations and whether there are portable plug in stations. there is one country where you drive up and you take your battery out and they give you a new one and this goes back and forth. i think it's sweden that can do that. we haven't gotten that far in the united states but to the extent that we can work on that to get the charging done easier. we did the hybrid because we know that there are challenges in terms of the electric plug ins. finally a quick summary. so 13-14 we are goin

thank you for public defender jeff in an allowing us to participate in your 10th justice summit and also in recognizing the important anniversary. our statistics in the city of san francisco are higher. 75 percent of our jail population is a pretrial felony population. i think you have to put some numbers in context as to who is our inmates in san francisco city county jails. the population demography reflects 60 percent african american inside the county jail system, 21 percent white and 15 percent latino. we have done studies in the past that show that at least a 3rd of our jail population would be eligible for some form of pretrial release through programs that have been designed through pretrial release, they have been very effective. i know will looeng of our shop can report on figures. i can give you ideas of jail dates that have been avoided. the numbers are significant. supervised release, we saved 43551 jail days. for 2011, with court atable accountable was 88059 and o.r. is 25,000. county sheriff's have been empowered to be able to use their discretion for early release and to use our discretion to help reroute people into alternatives to incarc
