of real experience. anything you can share? lessons that might guide us as we go forward? >> a number of us have looked to massachusetts and their experience since they had a running start under governor romney. one of them certainly was having an adequate multi-so you incentivize people -- adequate penalty so you incentivize people. you have to minimize the ability to get in health insurance coverage outside of the enrollment. -- enrollment period. you don't want to have to wait months before to have the coverage that you need. that was an important part. interesting massachusetts did too and that was there was a prediction that the emergency rooms would be -- wen once the expansion had the same prediction. the actual impact was it was the opposite. we had a 10% reduction. people entering emergency rooms in the state of washington. that was reflected in massachusetts. the reason is when you go there with a non-emergent issue, you are told, if you go down to the clinic down the street, get your care there, it is going to cost you a lot less. it is remarkable how people are sensitive to that price indicator. there were a number of lessons like that never were learned it >> you mentioned in yo

i went to a number of women's groups and said, help us find folks and they brought us binders full of women. >> joining me now vin weber, former adviser to the mitt romneyampaign. words have an impact that go far beyond the literal message. that was one of the moments with mitt romney. what are you looking for tonight? >> first of all, it was a sad moment because mitt romney's heart was absolutely in the right place, his head was in the right place, trying to do the right thing. it didn't come out right. that's what you can look for tonight. for somebody to try to do the right thing, say the right thing and it comes out wrong. i think hillary clinton is better prepared, more knowledgeable and the smarter candidate but she has a tougher job tonight. it's because trump's message is an easier one. he has to say if you elect her, nothing will change. that's an easy message. she has to get back to where we were six or seven weeks ago when people thought the election of donald trump might be a huge, almost historic mistake. he puts the country at risk in ways that dwarf implications of the wrong tax policy or the wrong supreme court nomination. that's where w

us a sense of how it's going to be interpreted? is there a strategy using this terminology to go after his supportsers or some of his supporters? >> all right compared to 47% comment mitt romney made at a private fundraiser when he was running in 2012. you mention the strategy behind it, it's kind of interesting. when we were on the plane jen palmieri her communications director said she was going to do a series of speeches focused on uplifting and positive message. in the course of that discussion, it came up she hasn't been doing as well in the polls, seemed to be part of the reason why they were not going to be attacking trump but instead focusing on her values and what motivates her to run for president. to then hear clinton turn around and make a comment like that at the fundraiser seemed to sort of be an affront to the shift in direction that the campaign is trying to take. >> let me ask you this real quick, francesca. you covered the news conference thursday. for those following it, that was a bit of a rarity they held a news conference, seemed impromptu, not a lot of advanced notice. why do you think they decided to hold one that day? do you think this is going to be

romney. so nice to have you both with us. brian, as the media expert in all of this, how does this lay?hat are the headlines tomorrow morning? when are we going to hear from donald trump? >> i'm really interested in why trump hasn't weighed in. politically it makes sense. why would he? there's nothing he needs to stay right now. this is being drifb by the clinton campaign. it will also be driven tomorrow as to whether clinton makes that fund-raising trip or not. we're talking about one of the most famous people in the world here. one of the most scrutinized people in the world. hillary clinton sometimes resents that scrutiny. sometimes she tries to hold things back. that causes reporters to get more curious, more frustrated, then she gets more resentful. there's a vicious cycle in play in situations like today where we don't feel like in the media we're getting enough information from the campaign. in turn, the campaign feels like they're under fire from the media. i think clinton supporters watching this right now are very frustrated by all of that. there's a lot of important subtext t

us. >> thanks for having me. >> ben, you worked on the campaigns for george w. bush, mitt romney. one of course was successful, the other was not. what do you think the debates played in terms of their role in the outcomes? and what about tonight's debate and the impact on the election? >> the debates in both those times were very important. i think perhaps they're even more important this time. this is an election were the voters have expressed greater discontent than ever with their choice in candidates. tonight's debate gives each candidate an opportunity to make a first impression on maybe 100 million people. the polls showed that the number of folks who don't like either of those candidates is higher than usual. so what the candidates say to speak to people who are not inclined to vote for them is more crucial than ever. >> so we know the topics they're going to be talking about, those were announced last week. achieving prosperity, securing america, and america's direction. what do you think they'll respond to most, what will they connect with? >> well, i think what they're going t
