because we need to reveal to the light of day what is the torture that is happening in the shadows. >> they will have to wait some time, perhaps months before we hear the appeals court's decision, but activist are confident that actions like this one today and the strike still underway at guantÁnamo are working. they are raising consciousness and political will to do something about a prison that just cannot seem to be closed and the hunger strike that will not go away. in washington, sam sacks, rt. >> yesterday, the justice department brought new charges against four former blackwater worldwide security guards. the guards were accused of taking part in a shooting six years ago in iraq that killed unarmed civilians and wounded 18 more. the guards are being charged with voluntary manslaughter and other crimes involved in the shooting. in a statement, u.s. attorney said today's indictment charges for blackwater guards with killing or wounding 32 defenseless iraqi citizens. the defendants abused their power through a relentless attack on civilians that recklessly exceeded any possible justification. the blackwater incident took lace in 2007 in baghdad. the contractor security detail was clearing the way for a convoy of u.s. state department vehicles. blackwater said the convoy was ambushed and that they fired at the attackers in self-defense. however, in a long investigation that followed the attack, the fbi and federal prosecutors determined that the shooting was an unprovoked attack on unarmed civilians. the killing outraged iraqis and significantly strained relations between baghdad and washington. this is not the first indictment against these blackwater guards. the justice department charges against the men were dismissed in 2000 nine. a judge said the investigation was improper because the guards who gave statements were threatened with dismissal. a sixth guard who pled guilty to manslaughter and attempted manslaughter in 2008 agreed to cooperate with prosecutors. still ahead, governing by crisis. is this the only way that washington can get anything done? and is the practice hurting the u.s. economy? we will tackle that next. it may feel like the distant past now, but it was only three days ago that the u.s. government was on the brink of disaster. the country was hanging on a ledge as it neared closer and closer to defaulting on its trillion dollar debt, the default i could've triggered an economic collapse and re-and -- could have triggered an economic collapse and reignited a global economic meltdown. the crisis approaches one president obama called attention to earlier this week. >> i want to thank the leadership are coming together and getting this done. hopefully next time it won't be in the 11th hour. one of the things i have said throughout this process is that we have to get out of the habit of governing by crisis. >> but it goes beyond to the strategy to get things done in washington. this brinkmanship is starting to have a real effect on the economy. this is according to a new study called the cost of crisis. it shows that the reliance on crisis driven governing since 2010 has cost the u.s. 900 thousand jobs. to talk about how this is possible and what these perpetual political impasses are doing to disrupt the economy, i spoke with richard wolf, professor of economics emeritus at the university of massachusetts, amherst. i asked him about the political process and how it translates into a loss of jobs. >> the basic problem has to do with how to handle an economic system that is not working for the majority of the american people anymore. the basic issue, the long-term issue is that american large businesses have decided they can make more money by moving out of the united states, taking advantage of lower wages in china, india, brazil, nigeria, all over what we usedl the third world. and basically, they have left or they are in the process of leaving. that leaves the united states within a norma's problem. there are not enough jobs. the people who lost their jobs crowd into the job possibilities that remain, driving down the wages. and we have a fundamental economic crisis that requires a massive response if there is any hope of getting out of it. the only agency in the united states that can deal with that problem, that has the money, that has the reach, that has the broad scope for action is the united states government. but the fear of the business community is that if the government takes this problem under its wing and goes after it, that either they will be taxed to pay for the solution, or the solution will involve taking power and decision-making away from big corporations and maybe even limiting their freedom to leave the country without taking care of the mess they leave behind. they are determined not to let that happen. they work thro

well, lawmakers are being paid. their paid comes from mandatory funding. that's why it's not revoked like we saw happen with the federal workers a couple days ago. i'm danielle leigh, back to you. >> thank you. >>> 5:32 now. a group of senior citizens says it it will protest potential fallouts from the government shutdown today. they plan to form a human chain outside the capital. president obama and some lawmakers could see this as an opportunity to cut social security benefits. more than 20 members of congress were invited to this rally. it begins at 10:00 this morning at the house triangle. >>> you may not see many protests here. this is culpepper virginia. our or thor spent yesterday in that area. some of the people say this shutdown may not be. so bad. >> when you think government shutdown, is it a bad thing for you right away? >> not for me. i think that it probably should have happened a long time. >> the shutdown is having an impact on culpepper though. the film archives is closed right now. >> the biggest question people have is when will the shutdown end? lawmakers don't have a good answer. richard jordan is live with what we can expect from congress. >> reporter: there's not a lot of optimism for congress today. many people are not expecting them to end this shutdown. we are expecting some movement in the house today. members will be looking at individual aspects of funding. for example, they will look at d.c. government and whether or not to fund that or veterans affairs individually. however, democrats are saying this has to be done all together in one swoop. however, the negotiating goes back and forth. last night house speaker john boehner says he was not optimistic after meting with president obama. the president is not willing to budge on his health care law. and boehner says that will be critical in the negotiations. that's a big part of what led to this government shutdown. many people say it's the biggest part of what led to the shutdown. now there are still those workers on furlough. 800,000 of them. many of them will be coming here to the national mall today. they want to rally and get the attention of congress that they need to move fast because many of them say if they miss out on their paycheck, that could lead them in a serious financial bind. many of the monuments and museums will be closed today here at the national mall. reporting live, richard jordan, news 4. >> the shutdown is hitting the d.c. area hard, but there are still plenty of things that are up and running. what can you do? >> i think this was always known. it was clear millions of americans who are on employer's plans would lose insurance. either the employer would drop them and push them to exchanges or reduce their hours so they become part time. so it gets you under the limit. the employer is then exempt from the requirements. or they let you go if it's a smaller business that can't afford the increase in the cost. as a result. i think that's not automatic the way it is with an individual. you have your own plan. it doesn't meet all the requirements that are in obama care. if you're a 60-year-old widow, your plan doesn't include maternity services, you're going to lose your plan. that is automatic. all the others are optional. they are going to happen in massive numbers starting next year. >> this idea. i love the white house saying it's only 5% of the country that ends up being 15 million people. it isn't just the 5% of the country. the other 95% maybe not right away but not off the hook. even if it were only 15 million, that exonerates the president that said if you have your plan, you keep your plan, period. that's absurd. that isn't dependent on fractions or numbers. it's a blanket promise or claim and turned out to be completely false. >> he said you can keep your plan period. meanwhile and this may be indication of what the american people think. the wall street journal has the poll out and indicates the president has taken a real hit on the roll out of obama care. take a look at numbers. earlier this month, the job approval rating was even. now the job approval dropped to 42%. there it is. that's the lowest since he took office. in addition there was another finding, more than half of those surveyed say obama care should either have a major rehaul or be completely thrown out. this is a hit for the white house. >> if you combine delay it or completely overhaul it or eliminate it. if you combine numbers, there are always between 60 and 70% of the population. i mentioned in the wall street journal poll whether or not it closed out on when the news broke that president barack obama -- >> the whole thing about the promise. that's not there. >> he misled the country on that. he was not usingney's word about a fraction of a fraction. you're going to get the tremendous opportunity to get a new and better plan. that's exactly the language they could have used three years ago. they didn't. these polls are much worse when they calculate the anxiety of the insured. it doesn't matter if you're a contractor and self insured. if you're insured in any other way, you're terrified. that anxiety and the fact people feel they were dooped is so terrible for the democrats and president. actually for the economy. the effects this has on enrollment. we combine it with the website. other structures in the program, how are they going to get this off the right way so it remains affordable to insurance companies. so they don't have to jack up the prices. >> you agree this idea saying it's just 5% doesn't fly?
