the city. i think there's been a lot of great transportation planning that has happened in the past few years and decades, whether from the land use planning, the area plans, various kinds of transportation plans and project plans that we done. but, i think we all agreed particularly given the dynamic change that's happening in our city that we needed to take a more conference of citywide and long-term approach to planning transportation in the future and doing it with calling it a transportation plan but it's really a joint land use and transportation plan to transfer check plan is very much informed by land use. so, it is been so far a great collaboration should i think it's one that's absolutely necessary for us to do as a city. it's probably something we should've been doing all along but certainly now given what we are facing as a city, it's just all the more important. so it has been a great partnership. i want to thank the planning commission for making staff available to work with us. we've been working between our agency, planning, the mta and mayor's office. i think this is really important work and will really benefit f

city college chancellor here to address that question. >> okay. i think it's just important for the public to understand that this money is not required to be used for free city college. the board and mayor will have to make that choice every year going into the future, and i know in an ideal world the good years would be put in reserve and pay for the bad years but that is not required, and it can't be required under what's being proposed, and so in a good year if get 40, 50, $60 million we could be -- i don't want to say "could be" but this is broad future boards and really responsible and into a special free city college budget reserve and that's the responsible thing to do but we can't require that so if the good years are spent on other things and we know in our budget process there are so many pushes and pulls to spend money on worth while programs and get to i bad year and only 5 million and honor the commitment to go into the general fund to pull non transfer tax money to pay for it and again it's an argument for or against but the reality so we're straightforward with the public. >> so in response to your question supervisor we're building
