apps, whether it's google or a special app or whether you are just trying to get around the city and you don't know what app to use, i'm suggesting that this traffic management center here will be using the latest data and latest technology to really deal with those red line routes that are causing the congestion to the city and they will be able to from this center take a look at not only the timing of the lights, what maybe causing it, but i have asked in the long run that we get a technical answer that allows the pco's and others to deliver themselves to those particular sites and make sure that congestion is decongestionized to make sure congestion is less and people adhere to the rules we have. there is more people walking and more people bicycling and getting where they need to go and we are managing all of those types of transportation modes and given the privilege of having such a technologically smart center that we can use this technological center to our advantage and be able to use realtime the ability to help people get through these major arteries of this city. i want to invite you to this. on the lo

the problem continues to get worse. the problem the bottom bar chart shows that the data that the city used to establish the cpmc compliance and the numbers that we just reviewed are very bad again, six hires out of 47 job openings and falling short of the 19 it should have hired, under this process. but if we compare the performance to number of openings, cpmc projected the numbers, again, get worse. the initial projections by cpmc for the first year is that they would have 114 entry level openings. and again, the promise of this project and what it means for the city of jobs, creation. and it has only filled that many positions the 40 percent hiring target would have been 46. but it filled less than half of those jobs it projected. and something is going on, there are fewer jobs being filled than we were allowed to expect. but the city report, again, does not even go into notice of why the cpmc projections were so far off and we want and ask the city to be on top of this issue. in closing, they ask us to find them out of compliance. and the community coalition asks the commissioners to urge a planning director, to find t

once the regulatory process is behind us and assuming that ceqa process does not have mitigation measures which are unacceptable to the city, in other words impacting our ability to use the office tower as we intended it, we will then return to the board in late 2016 to ratify the conditional land disposition acquisition agreement. at that same time we will present to you the authority for the debt necessary to take on the project and then we would acquire the property prior to the commencing of construction. that way we can, to put it simply, use our money which is a little cheaper than private money, to move forward with the construction costs. project delivery remains end of 18-early 19. we have built into the agreement and worked very closely with contract management division, local hire requirements and lbe participation rates. those are not mays, they are shalls, so we are expecting construction trade hours at 30 percent, disadvantaged construction trade hours 15 percent apprentice hours 20 percent and lbe rates predevelopment 20 percent, construction costs 15 percent. we do have some exemptions that are included in
