tell us what existing city initiatives -- you know, this -- the schering economy working group will interface with or connect with, and how does it fit in with existing strategic goals and plans of the city? >> i think our director of environment in our city has issued a goal for 2020, being mission -- emission free, carbon neutral. that is something that when you think about the economic impact of these new business models, it can contribute quite greatly to that. i am going to answer the question a little bit differently -- i have been inspired by this space considerably. there's a lot more opportunity. cars, so many assets we have in our society. as a city, we own buildings, cubicles, museums, golf courses, so much that we have -- >> yes, but it is our property, right? >> yes. that is a very good point. stewards of these resources, and they are often underutilized resources, so how do we improve access to those? there is a lot to learn from this that could be applied to the public comments. >> thank you. let's open it up. do we have a microphone for people to come to? ok, we will just it o

for example, a policy for what one states we should make better use of our existing facilities. policy for 43 says we should debate and into the cityand recreation facilities. the implications of these policies could summarize the saying the changing demographics and recreational needs of san franciscans must be accommodated by the city's recreational facilities. this requires periodic improvements, even in ways not foreseen by the facility's original designers, to meet these needs. the golden gate park facilities should remain within their existing footprints to minimize the impact on the landscape. within the golden gate subsection, policy 2.2 states we should preserve existing public open space, and policy 2.4 states we should gradually eliminate non-recreational uses in parks and reduce automobile traffic in and around open spaces. implications include the expansion of a parking lot that is in balance, not consistent with the general plan, although the impact of expansion is very small. the increase demand for facilities should be met whenever possible by sustainable modes of transport, consistent with the city's larger goals w

use existing city subsidies to subsidize the wealthiest hospital in san francisco. it makes no public policy since. -- no public policy sense. you have been given in our analysis of what needs to be changed in the development agreement. but the failure of any good -- the dollar agreement skillfully negotiated by the city with its hands tied by the lack of analysis on the the eir, on the importance and impact of a jobs- housing imbalance. we're asking for a dynamic relationship between housing and jobs. that is the essence of sustainable development. that is the essence of smart growth, which this commission has adopted in plants from the market octavia to the eastern neighborhoods. you cannot abandon on a project- by-project basis broad city policy that seeks to strike it -- why are we allowing in this project and ownership program when the need is for net new housing units? and ownership program adds not one that new unit. we have a perfectly functioning downpayment assistance program. if they want to do ownership, make them contribute to the existing program, but why are we giving them credit? we are producing, in effect, less than 160 studio -- a net new studio uni

city and the general fund does not change compared to what we saw there. this revenue would be sufficient to get us through the end of the year, operating at existing service levels. there are a couple reasons that we're asking for the supplemental. the two biggest categories of reasons our state and federal revenue losses and our spending pace, particularly with salary and benefits. the two largest issues on the revenue side again are items that you have heard about in previous reports. one is a delay in implementation of a state plan amendment that would allow us to draw down an additional revenues for mental health. that is about a $27 million impact to our general fund revenues compared to budget. we do anticipate that that is going to be implemented next year, and some of that funding has been rolled forward into the next year's budget. but it does create a hole in the current year compared to budget. the second major revenue issue is a loss of funding at laguna honda hospital. the governor's budget implemented a reduction to the daily rate for skilled nursing facilities. that has had a very significant impact at laguna honda. $30 million that is offs
