usa, usa," and when it was time to yell "don't go back." i've never seen a convention like this. and i think some of it is even obama's convention in 2008 or hillary's convention in 2016, which were in many ways real celebrations came off very tough primaries. there was no tough primary here. this was a party coming together very quickly saying she is our candidate. when you think about the polling -- the last point i want to make -- there were always a whole lot of voters who wanted to vote against donald trump. but biden's age was a barrier to them. they weren't getting there. harris, both by simply being the new candidate, new and improved it sort of the theme of the convention, particularly by being the new candidate, but also by being very effective in this first month, gave a gateway for all those folks to move over and do what they had wanted to do which is to vote against donald trump. it is not a clear majority had, but what you have done history -- it is not a clear majority yet, but what you have done is to restore the basic pro-democratic vote that is partly against trump, and he finally created enthusiasm. -- you finally created enthusiasm. the number that hit me in one poll is among 18-to-30's supporting the democratic candidate, between biden and harris, when you made the switch the level of enthusiasm went up 19 points. 19 percentage points more said they were enthusiastic about voting for harris. we got a whole campaign to go. something can go wrong. but this is one of the most remarkable transitions in a campaign i think any of us has ever seen. doyle: e.j. touched on poles -- because of your polling expertise i want to go back to you. before president biden dropped out of the race we did see numbers that were unusual. he appeared to be losing support among key parts of the democratic coalition -- latino voters, young voters. what have you seen in the polls not just since the convention, but since the president dropped out? gabriel: absolutely. this is the key question, doyle, given that democrats have been worried to the point of pulling their hair out. things were not looking very positive. all of the data suggested that there were weak spots among the coalition for biden, including, as e.j. noted, low enthusiasm among voters, latino voters, the gap between trump and biden in terms of all of the coalition -- black voters, latino voters, asian voters. everything was trending in the wrong direction. immediately when we saw the ship at the top of the ticket, the numbers started to improve, but they accelerated after a strong performance. as e.j. noted, that is what everybody was hoping for. ok, great, we've got a new candidate, how will she do come will she seize the moment? she clearly did and the democrats had a successful overall effort. that is trending in the right direction. this is a strategic focus for democrats in the convention. the efforts to have the obamas speak in primetime spots and use some of the same messaging around hope and optimism for the future, all of this helped to bridge back to that era where the coalition of young voters and first voters was kiefer democratic success. -- key for democratic success. obamagate outstanding performances which helped -- obama gave outstanding performances which helped infuse -- that transition into remember that time, remember how great it was. that worked very, very well. as much as our convention generates energy and enthusiasm, it affects the wider population who may not of to do to watch this live on television, and it sends a message to some of the coalition as to whether or not the candidate and the party has the momentum to win in november. on this dimension this was a big win for democrats, and the energy. if translate extremely well. you could feel it -- the energy appeared to translate extremely well. you could feel it to the television set. what does it mean in terms of the polling data? moving back to the obama era, the main thing i would stress is that it felt like for democrats to move from a campaign to of movement. the energy and enthusiasm and the underlying desire to try to win not just in terms of defeating the opposition, but thinking about what this means in terms of transition to success. polling would suggest that with vp on the ticket, this coalition is coming home. it is moving in the right direction that democrats need to see, and enthusiasm is a. as e.j. noted, these are eye-popping numbers. very real and sound in the data and consistent in closing, one of the key indicators of the data, to me the most important, is that there has been a market shift among democratic-leading voters and underlying attitudes of why they are turning out. that shift moved from preventing trump from winning, which has been a bright spot for those looking at data on the democratic side, to a clear entry and -- clear and true and genuine support and enthusiasm for harris as a candidate. that shift is important and ensures that the coalition will be there for harris if she is able to maintain this energy, following the transition in conversation from broad themes and underlying values to details about policy. if she is able to make that transition, things are going very well for democrats. they have got to look at this very excitedly. e.j.: could i footnote what gabe said? obviously everything he said is right. i talked to a young congresswoman from rhode island who had gone to north carolina as a campaign, and said -- this is right after the harris switch -- "they were apologizing to me, only had 20 people signing up for the event," and then he signed up in 120 people showed up. he said if 10 people were coming, 50 people were coming. it was remarkable to him -- they didn't particularly want to see a congressman from rhode island. but when harris went on the ticket there was this surge that no one expected. north carolina is significant because that is a straight that democrats would love to put into play. that is a state that democrats would love to put into pay. -- that is a state that democrats would love to put into play. not only is she competitive in the blue wall states, michigan, pennsylvania, and wisconsin, but across the sun belt states, nevada, arizona, georgia, and maybe north carolina. having that broader map makes a huge difference in giving you multiple paths to winning the election. doyle: let's shift gears to message and policy. before we do that, let me remind our audience that you can send questions by x, the former twitter, to @brookingsgov, and you can include #dmctake aways, please include your email address when you do that. elaine, i want to ask about policy and ideology. so much the nitty-gritty of policy, -- not so much the nitty-gritty of policy, but what was the larger message of this convention and its nominee about what democrats are offering, what being a democrat means in 2024. alexzandria bell took what h -- alexandria ocasio-cortez, the congresswoman from the bronx, tweeted at one point that you are seeing an alarming trend of democrats in array. there was not the traditional hand-to-hand fighting over particular issues. is that true? has the party achieved a post- biden synthesis? if so, what does it look like? elaine: absolutely it has come and here is what it is around. someone asked me a couple weeks ago can you summarize kamala harris's message in one sentence. i said no, i can't, i can summarize it in one word, and it is freedom. there were placards of saying "freedom." there was a whole series of speeches that went back to the question of not just joy, but freedom. what is behind that? the dobbs decision. what is behind that is the unprecedented decision of the supreme court to take away a half-century-old right from the population, and the population that cares about most happens to be 65% of the electorate. the underlying thing here was abortion, guys, and he has been there ever since dobbs. we've seen it -- it explains why even though joe biden was having terrible numbers and a terrible poll numbers, democrats kept winning elections unexpectedly. oh, my god, look at that, the democrats, they won. it was all about choice. freedom -- what the abortion decision did, it was way beyond abortion. it was about fundamental freedoms. can the government come into your bedroom or into your home and make decisions into your doctor's office? that's scary, ok? it is particularly scary to a country, to an electorate that was built on freedom. here we have a situation where the democrats took away from the republicans an issue that used to work for them. they used to talk about freedom, but mostly in economic terms. they used to talk about freedom from regulation, from government interference in business, etc., which is all well and good. there is a good case for that, obviously. but here it went much bigger, much, much bigger. i think you will see that theme of freedom emerge, and i think it is a winning team. doyle: e.j., you are a student of democratic party history, and democrats are -- they love to argue about these things. they love to get into fights. how long can this unaccustomed array last, and are there hidden fissures in the party that could affect the campaign? e.j.: how many days are there until the election? i think it can last until the day after the election for sure. but i also think there will be differences in the party. look, you had shawn fain giving the most class-oriented speech i have ever heard at the democratic convention. aoc gave a great speech along those lines as well. then you had a former ceo of am ex. you had adam kinzinger, a republican, up there. this is a broad coalition she is trying to build. the glue obviously is donald trump. everybody agrees, whatever their orientation is, that preventing trump from being president is a moral imperative. that is the view of all the people supporting harris. but i think it is really interesting that you are building a kind of framework of consensus, even though there will be disagreements on particulars. elaine is right about freedom. i agree with what elaine said. i would add to that that they are also talking not only about freedom from the state interfering with you -- negative freedom, freedom from the state interfering with you, but positive freedom, freedom of liberty, where the state can empower people to achieve things they couldn't achieve without some extra help. that is where the other two words come in that i think define this convention, which are freedom, patriotism, and opportunity. i can think a lot of republicans circuit 1980-- circa 1980's would be jealous of the harris convention for putting those themes and grabbing them back. it's opportunity defined as, yes, you can do anything you want in this country, but some people start out at an unfair advantage, or some people fall on hard times. tim walz talked about the need of survivors' benefits to get through. i am a somebody who had survivors benefits help me out when my dad died. there is ways government to make opportunity more real for people. and patriotism, they are offering a very specific definition of patriotism, which is yes, love of country, but it is love of this country because it is a pluralist democracy that welcomes in all kinds of people, and we figure out with a lot of fighting and other stuff, but we figure out how to get along together. that message came through over and over. i think there was something bracing -- they even used at one point what had been a republican anthem, "i'm a proud to be an american," lee greenwood song to watch democrats shouting "usa, usa" as if we were at the olympics was extraordinary. they are saying we are the mainstream and they are, to use tim walz's words, vance and trump, weird. it's an assertion of who is "normal" and he was "weird. -- who is "weird." gabriel: i will pick up from there, e.j. in my opinion, the decision on the vice presidential nominee was a big question mark. another one of these how is that going to translate, how is it going to do, etc. what it help you do this is just saw consistent across the convention -- is stress that the consistent across the convention, middle-class values. this was reinforced by the trust have walz join the ticket. -- the choice to have walz join the ticket. middle-class voters were drifting towards trump when biden was at the top of the ticket. and even this theme around freedom, you think about one of the things that went viral was when walz was making's kind of argument in his speech and saying, look, government intervention, republicans want this and that ha

usa, usa as he was put on the jumbotron at the game. clay travis also stood up at halftime it appeared with donald trump, we will have some of that just a moment. i will say before we hear from president trump, one thing you notice the glass all the way to the top. pete: that's not a product of the box? rachel: i noticed that too. will: most luxury boxes, not that i know, have class that go up only about halfway and i see that is going up all the way to the top. rachel: it's important to note that. he's also having to have smaller rallies because he's not getting enough secret service. look at this, i think this is remarkable, it must be said, there is no way and you know what that it would ever happen like this if, the here's was behind the glass, that response, that reaction is for donald trump. will: we had a real-time contract because tim walz went to the michigan minnesota game and i saw the first half of that game, michigan was steamrolling but they came back but they still lost and he was booed because the motorcade held up the crowd. rachel: they were yelling tampon tim. pete: he said he was going to take football back. donald trump to go to the alabama georgia game or the michigan minnesota and feel comfortable, tim walz bailey feels comfortable at minnesota michigan, the governor of minnesota but he definitely wouldn't go to georgia alabama get any reception. will: it highlights a larger issue that we will see play out in the selection but it's fascinating over the future of america, the youngest generation when it comes to the men as incredibly conservative while many of the young women are incredibly liberal it's a huge divide in this age group, you can see some of that represented here. as i mentioned clay travis had a moment with donald trump, i believe it was halftime, he was surrounded by herschel walker, katie britt, senator steve daines, tommy tuberville and he got to talk a little bit with donald trump. >> receiver with young people and generally republicans included me and the last time i was okay but i was in great were up by 30 points of the young people that is an honor, they see what happens are very smart and look at the way that she berated them she said they are not smart, they are much smarter than her i'll be honest but i think were good to do really well, we did great in 2016 we frankly did better in 2020, the most votes ever by a sitting president by far, there has never been energy like it is now and i guess it's me but it's also when they look at what happened to our country it's going bad and it's a very dangerous place right now. when you look at what she's done at the border it's a very dangerous place, we love our country we're going to turn it around and make america better and greater than ever before. rachel: you guys are guys, you're not young men but your middle-aged. >> squarely middle-aged. rachel: you sleep ten hours. pete: like a teenager. rachel: yes like a teenager. what do you attribute this rise in support for donald trump for conservatism in general i also saw a poll young men are becoming more religious as well, that poll just came out i think this is an interesting discussion. pete: i think part of it being conservative or christian is countercultural right now, there's a rebelliousness in the pool that we showed at&t back 24-year-old young man being conservative and that is a covid generation that was impacted a lot by that and the draconian government was all over them. young men are being told that yesterday the future is feminine don't be tactically masculine, all of these things, god is dead and alexander rejected it saying i understand who i am and what i believe. rachel: that was interesting i was listening to a discussion with the response to covid was feminine like safety, safety, safety, maybe a male reaction to that. >> would high school football recruit and goes out there with hats texas, georgia, alabama, michigan usually at his high school and have a signing ceremony and picked the hat of the school he commits to there was videos on the georgia side and alabama side and guys with harris hat antron patent guys picking trump as their commitment. it has a lot to do with rebelliousness and masculinity as well and it's not just as that of notices, it's even been acknowledged on msnbc. >> the real struggle for the harris campaign young men, men of color, white men and they are doing all they can. i think the debate next week will be really interesting to see how tim walz reaches out to that group. rachel: you can only be told so many times that you are toxic and who you are and what you're meant to be and how you were born and what god created you to be is toxic before you start to rebel. also at arizona state university turning point usaas done a tour, i queued it on arizona state because that's all under my alma mater. pete: we've seen it from a number of colleges. rachel: mainly young men because they were passing all the gear the make america great hats and it was incredible they were storming to get one. pete: republican vice president nominee jd vance was in pennsylvania. sources say the restaurant was not a campaign stop. rachel: the same chain let vice president harris, the here's hosted event at another location just last month. pete: madeleine rivera's life from washington. >> shortly after touching down in pittsburgh jd vance was hoping to make an unpublicized stop at a location like you said. he was stopped by the restaurant from going inside. the popular pennsylvania sandwich chain said they were notified ahead of time about the visit which was the reason for the snafu, vance took things in stride and took photos with supporters outside of the restaurant. >> would usa. the usa, they do not need a strong europe. it is clear to everyone that in many ways the war in ukraine was unleashed by the west in order to destroy economic ties between russia and the european union. and today this tactic works for the americans. it was not russia that suffered the most from the war, as some people think, but the european union, both from sanctions and from the fact that they lost cheap russian. the dynamically changing military and political situation at the borders of the union state requires taking into account new sources of military threats and risks. moscow reserves the right to use nuclear weapons in the event of aggression against both russia and belarus. vladimir putin stated this at a meeting of the security council on nuclear deterrence. we reserve the right to use nuclear weapons in the event of aggression against russia and putin is irresponsible. the eu press secretary stated that the european union resolutely rejects the nuclear threat from russia and will definitely continue to support ukraine. the united states is pushing israel to worsen relations with tehran. in washington considers a nuclear strike to be a completely normal thing. congressman linsey graham called for dropping weapons of mass destruction on iran. it was normal for america to drop two nuclear bombs on hiroshima and nagasaki to... end their existential threat, war, it was normal for us, to me it was normal, and it is normal for israel, do everything to survive as a jewish state. the situation in the middle east remains tense, on saturday night there was a series of new attacks, as a result of an israeli strike on a southern suburb of beirut that housed an underground hezbollah headquarters killed up to 10 people and wounded dozens. the idf said the secretary general of the lebanese hezbollah movement had been eliminated. the group itself later officially confirmed the death of its leader. a massive exodus of people began from southern lebanon. israel warned that security was not guaranteed to anyone there, since the region was oversaturated with hezbollah military installations, which are a legitimate target. i call on the lebanese villages in the bekka valley that are located near houses where missiles and weapons are stored must immediately leave these homes. hezbollah intends to use these weapons against israel, but we will not allow this. news about pager explosions in lebanon is also on the western media's radar. journalists continue to analyze the september 17-18 attacks. cnn employees have found out that the gadgets were probably detonated by explosives hidden in the batteries , and it was impossible to detect them. but here is information that the devices exploded after receiving messages about them did not confirm. the dangerous situation remains in the gaza strip, the death toll from israeli strikes since october 7 has exceeded 41 thousand people. the palestinian leader accused israel of a full-scale war of genocide, said that gaza is unsuitable for life. total conscription in ukraine continues. the country's defense ministry has developed a new bill. it allows ukrainians who have reached conscription age to register for military service online without a pro'. the corresponding document was approved at a meeting cabinet of ministers, it specifies the provisions on military registration of women, so immediately before the direction of service at their own request, girls will be registered as conscripts, and after completing their service , they will be registered as conscripts. the squabble in the polish parliament, now the opposition party pravo ispravedilivostvo called for donald tusk to be held criminally liable for the mistakes made during. preparation for the flood. the natural disaster, i recall, devastated the southwest of the country. deputies claim that he misinformed citizens, downplaying the scale threats. in fact, this is what happened. tusk said on september 13 that the forecasts were not too alarming and there was no reason to panic. and the very next day, devastating floods began, which, as we know, took at least seven lives. the country cannot cope with the catastrophic consequences until... the high-level week is currently taking place at the 79th session of the un general assembly, at a time when the situation in the world has reached its limit, more than 130 chapters. compliance with the un, its charter and resolution, i ask myself why they do not comply with the charter the un and resolution 1244, when it comes to the territorial integrity of serbia, which was violated as a result of their own actions. they thought that they would violate the norms of international law as they wanted, to the extent they wanted, and for as long as they wanted. the head of the russian foreign ministry sergey lavrov called on the un secretary general guterres not to allow the un structures to be drawn into politicized pseudo-peace initiatives in the context of the ukrainian crisis. the belarusian delegation in new york is headed by the head of our country's foreign ministry. the work for it began with negotiations of the foreign ministers of the csto member states in the format of a working breakfast. the ministers discussed a number of current issues of the organization's activities, regional security, and the upcoming event at the highest and high level along the csto line. at the ministerial meeting of the group of friends in defense of the un charter. maxim rozhenkov stated: belarus, as before, at the current session will continue to defend the need to resume a broad international dialogue with the participation of all states in the spirit of san francisco, the spirit of hope and unity, thanks to which the united nations was created. separate bilateral meetings were also held on the sidelines of the general assembly. on saturday evening , the minister of foreign affairs of our country spoke from the high rostrum. the alliance of civilizations is more important than ever. the head of the belarusian ministry of foreign affairs spoke about this at the high meeting. our delegation at the session of the un general assembly recalled the importance of a multipolar world, building a dialogue on the laws of national interests of countries. the delegation also supported the draft resolution on cooperation with the csto. belarus as always demonstrates its willingness to openly discuss the most difficult and hot topics. we need a strong, impartial, universal international organization capable of guaranteeing balance. cornerstone, global confrontation, north-south. it is difficult to single out a single chronological principle in this phenomenon. the first most vivid confrontation in all regions of the world can be traced back to the colonial period. colonialism provided the european state with political dominance over almost the entire globe. the ostyn companies, and then the industrial revolution of the 18th century, provided colonial policy with new opportunities and a strong foundation. during this period. here the first significant transformation of the north- south problem occurs, the replacement of non-economic, violent methods of exploitation, more civilized, economic ones came. by the beginning of the first world war , the colonial system had already fully formed. the territorial division of the world came to its end. everything changed in 1945, the end of the second world war led to the formation of a new system international relations the creation of the un. in the same year , 15 states gain independence, and this is 4/5 of the population of the former western colonies, but the north-south problem does not go away, at the end of the 20th century, the period of so-called neocolonialism begins, it continues to this day, the low level of economic development of most of the liberated countries forces them to cooperate with developed powers, as a result of which they still remain dependent, dependence now ... in a different form, developing countries are provided large loans, prices for goods are controlled by developed countries, resources are also pumped out, dirty production is taken out, capital is exported, cheap labor is used, methods of neocolonialism include the planting of corruption and direct bribery of political elites, incitement of conflicts to transfer the reins of power to a controlled leader, supplying weapons to political favorites, using... humanitarian aid as manipulation and armed forces, supposedly to maintain peace or fight international terrorism. world came to the point that colonialism acquired a different quality, and at the same time a new name: democratic colonialism. its main conductors from among international organizations are the world bank and the international monetary fund, institutions that have the greatest influence on the countries of the south. decisions in the imf are made by voting, the number of votes depends on the capital invested by the participating countries, the usa are in the lead. they are also given the right to veto key decisions, directing international activity in their own interests. therefore , the imf policy and recommendations are often aimed not at economic development, but purely at correcting the balance of payments. one of the imf conditions that is worth paying attention to is the refusal of state support. economy, in order to receive a loan, the authorities of a particular country must reduce social subsidies, the imf puts the government in such conditions that the country's financial authorities again apply for loans. in recent decades, the world bank has been concentrating on providing assistance to developing countries, humanitarian organizations constantly draw attention to the fact that with its loans the world bank supports authoritarian rulers, developing countries, strengthening their power instead of supporting the population. world bank loans are issued on the condition that the borrowing state fulfills certain standards
