working for an agency like usaid it is really hard. there are tons of safeguards to fight against fraud, waste, and abuse that have developed over a long period of time. if you are local ngo in ukraine or any place of the idea that you're gonna have a general accounting office, and accounting from -- you know, the rules we are have in place are not meant to penalize local organization but of course it will have disparate impact on those organizations. well, yeah, i didn't say how far under 10%, it's even worse. we set a goal of getting that number up to at least 25%. one thing we can do much more quickly which gets to the free for your question, as well, we have a goal of 50%, at least, of what we are doing in other countries being co-designed, co-evaluated with local actors at the table, centrally involved in deciding what we are trying to do actually happening? do we need to adjust, it said era? in a way we can move more quickly to get towards that integration, even as we try to cut down the sludge inherent in working with usaid. on
