one is the net program is relying on the usda food box program, that was basically the usda was providing food commodities, basically, basic food stuffs. and they were relying on. and the usda terminated that, i believe the end of may or early june, okay. so there's -- so that created a gap. the other issue and sort of the reason that there's going to be a gap is that the spending rate for that particular program far outpaced what was budgeted. we did an r.f.p., latinx r.f.p. and select someday providers through that and negotiated contract terms through december, you know, with monthly spending rates. and that particular program far outspent what was basically the monthly budget amount. and so those two factors contribute to what is framed by them as a gap. and on paper and in reality, it is a gap. what we have been looking to do is to figure out how, given the contractual constraints, how to fill that gap as best as we can so because the procurement had a financial limit on it, we can only modify a contract up to that financial cap that was certified by the office of contract administra
