and i acknowledge the work of the usda staff. they have worked incredibly hard to make all of the announcements we have made. they helped us early in the administration to adopt a comprehensive strategy for achieving over time a net zero emission agriculture by 2050. to incentivize climate smart agriculture practices, the usda will provide $1 billion to accelerate more rapid adoption of climate smart agriculture enforcement practices, more tools to measure the climate benefits of reduced greenhouse gases, and more markets through which climate smart commodities can be sold in a higher value. the response to this initiative has been overwhelming, with over 450 applications totaling $18 billion in requests on proposed projects across all states. on june 10, another set of applications will be received for smaller grant proposals under this program. this initiative will provide the roadmap for future climate smart investments. critically important to reaching the goal of a transformed food system operating in net zero emissions. the

usda established the region resiliency grant program and usda is investing the food bank and pantry partners $100 million to expand warehousing and refrigeration capacity. we have already accepted 39 applications for these resources. these will also help food banks and pantries that are serve the needs of rural families living in remote areas by ensuring they will have access to food and assistance from those pantries and food banks. the biden administration recognizes for the middle class to expand from the bottom up and middle out, equity needs to be a cornerstone value in all we do. given nearly 90% of farms in the country today do not generate the majority of income for the hard-working families that farm them, there is work to do in our food system to ensure there is opportunity for all to succeed. for that reason, usda has begun using arp resources to expand technical assistance for historically underserved populations. usda has contracted with 100 organizations to provide technical assistance to these producers to make sure they access the full array of loan programs and conservation
