families are using city parks more than ever, and that is also a national trend. 1/5 of users have increased their visits to local parks and playgrounds. 1/3 of families with children have increased their visits. 65% of all respondents were in our facilities at least once a week. at that number jumps up to about 75%-80% on a monthly basis. i am not sure people appreciate just how fast our system is. -- how vast our system is. while i think parks and open space is fundamental to the conversation, a lack of open space is actually not our problem. the city is blessed. 18% as local, national, or state-run and open space. when you factor in candlestick point, it's 18% of the land as parks. only new york city in the district of columbia offer a higher percentage of open space compared to their overall land mass. we average 6.6 acres of open space per 1000 residents that place us in the middle of the pack. that gets us to one of our challenges, the urban density. it speaks to wide open space is critical. -- to why open space is so critical. we average 221 open parks over the city. obviously, we eve

another point was that although there is a level use of top care programs in the city for children under 6, we are seeing a huge intake in after-school programs, youth employment programs, and counseling programs for young people. parents who send their children to san francisco schools, public and private, say they really love their school. i think this notion of a school being a bad school, and that is why they are leaving, is perhaps a small portion of the population. i will admit it is difficult. being a parent who had to go through the school enrollment process, it was difficult. but we have lots of parent organizations out there that support the parents in trying to maneuver through and understand how to apply, when to apply, which school makes the most sense. i do believe the school district is moving toward a much more streamlined and easy process for families to enroll their children. i just want to close with -- i believe our job in the city is to strategically linked all of our work together, to develop a cohesive platform for children and families. at the end of the day, it i

enterprise shifted to getting these pavilions set up and all the volunteers and structures, leases and use city parking lots and the pavilions. it was an impossible thing that just couldn't have happened except organically with everybody doing stuff. as much as we can empower them, keeping in mind we had to maintain some control and decorum and some safety features. and, you know, thank goodness nothing really bad happened. we were there until 10:00 at night the night before thanksgiving doing the final touches on paving and we had a downtown. accessible in parts by the day after thanksgiving. so that was sort of the sprint. the long term, and i'm keeping me from my parking meter so i'll do this quickly. the long term is that -- the long-term plan for santa cruz and then watsonville is really the marathon. and you talk about what makes good plans and good planning is really good process and you have to design the process to respond to the conditions in your community or your community. you could have multiple plans in a larger city, for example, and then try to coordinate those altogether. now,

there are graffiti artist we have invited to help us to arts and the city. we are working on even more spaces for that. while that is happening, our neighborhoods need to make sure that it is clean for everybody. we are enforcing laws on both private and public property owners to clean that graffiti. if you come from a household where you do not have enough money to do it, we have a program. if you call 311 and tell them what is happening at an address, where your house or somebody's property got graffiti and they cannot afford to clean it up, we have a program where we will go out and help. as long as you work with us to help make sure it is kept. that is how we can help people without a lot of income. mayor, how is sf's budget? that is a good question. i think it is getting better. we are just beginning that process to balance the city's budget. we have to balance two years in a row. we are no longer just doing a one-year budget. we have to do two years in order to get a more steady idea of our revenues and all of our debt. the budget is a pretty complicat

this program also provides an exception to allow use this that would not otherwise be permitted. the city is seeking to ensure that in the future, office uses are located in the most appropriate areas. where there is infrastructure. under this program, property owners are paying large fees. there has been some misunderstanding about this. these fees are not only from the current eastern neighborhoods, there are also lower than what they would've had to pay if they were properly permitted at the time the established their uses. property owners are being exempted from meeting the other code requirements. including parking, street trees, all of these requirements pre- existing at the eastern neighborhoods plants. we have 14 other projects legally pursue their entitlements. these projects. the required impact fees. the impact fees were developed -- the are established by calculating what the demand for public infrastructure would be as greeted by the project and insuring the project provides a fraction, but not all, of the public expense. the development will cause a public cost for schools,
