city. your ideas, your engagement with us, you're aligning where we want to go to make the city a greater citys really the essence of managing a city. and i've learned that in many, many years of being a public serve ant, being an advocate to make sure the city represented its own diversity, of using that diversity as our strength, and going forward each of you are being asked to serve on extremely important commissions and bodies that i fully, fully respect. from fire, to transportation, to people handling billions of dollars in retirement, to our arts, to our health, to just getting permits out so that we can help people be success in this city. all of you are part of that. i just happened to address several hundred people this morning at a breakfast to talk about the health of our city. and part of that discussion was not just the health care programs that the country is heading into. it's also health means are we doing everything right for people? are we building strong communities? are we building neighborhoods? are we giving people the foundation in which they can invest to create a fami

city. we have relied on, hopple service. to maintain our service, we will no longer have any dollars available for capital rehab for our, had opple facility. putting that into per speck tefb we used to be able to set aside half a million for our funds, when i first got to the city, we had $3 million available on the cd bg side for capital community facilities funding. so we move from $3 million on the cdbg side and only $800,000 for the city for capital rehab for our community facilities. i think we've done that for a good reason because we wanted to maintain the service level but it creates some structural issues in how do we work with our community facility to manage their capital needs. in addition, we saw a decrease in our fund to go the partners in san marine county. this used to be in under

we're working with other city departments on various projects. they may use the city attorney to represent them. the authority uses [speaker not understood] just to get a different perspective to do a cross-check on any matters that may come before them. >> can you explain to me why you're asking for a $57,000 indrapes? >> this year for fiscal 13-14, our major project will be the treasure island yerba buena island project. we've been using [speaker not understood] to help us with all the utility agreement, the contract terms, basically setting this project out. 75,000 will be funded by moa through tida and through state and legal -- state and federal funds. that's mainly the reason why we're increasing it because we're forcing an increase in leads for legal services. >> so, what is the added benefit [speaker not understood], you need more time is that why you're increasing this? >> yes, we're entering into the construction fay, phase, right-of-way phase, reviewing of contract documents, any documents associated with the navy, the utility agreements, land agre

we started about three years ago developing sensors that we could place around cities that would give us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but most

stepped forward last year, alleging that leslie knight was bilking the city out of big bucks, by using cityoffices to run a personal business. >> city workers were making these things. they didn't want to, but she's the assistant city manager, so you don't say no. >> reporter: the city launched an independent investigation, which substantiated that claim. investigators also concluded knight was both collecting a car allowance and using a city car at the same time. >> she was taking a car allowance and utilizing a city car is unacceptable. >> reporter: the mayor says she's disturbed by the findings and not so certain the city has doled out the proper punishment. while many believe knight should have been immediately fired, bill lindsey, the city manager, didn't terminate her. instead, knight resigned after lindsey sent her a warning letter. >> i think we landed in a good place in terms of her own independent decision to resign. >> reporter: lindsey acknowledges he made some mistakes of his own, by missing red flags that something was amiss. >> there was an appearance that -- of things not be

and the rent that the city receives is actually tied to what it would receive if the property was used as a parking lot and supervisor brief thinks this is better than a parking lot and happy to see the lease continued and ask for your support. thank you. >> thank you mr. johnson. >> we have john from our department of real-estate. >> john, director of real-estate. very briefly. this is an 11,430 parcel originally leased by the city in 2004 for parking purposes that in 2010 the board approved this lease with proxy development and we're here to extend that agreement. as part of the dissolution process, the property was transferred to jurisdiction as mentioned so today this is a straight lease agreement. we're asking authorization for an extension to 1312021 which coincided with the reed property. it has a new base rate to the city and increases to $5,300 per month and that would carry with an adjustment and in june the new basin creases to modestly by $7,200 a month, reflective of our taking a look at the month and the increases therefore at 2>> good morning with work force development.

city attorney filing a lawsuit for the benefit of the public. that's a protection lay i believe you and your predecessor have used ton the city's on behalf of. can you update us on where we are with the issues? >> yes supervisors. over 2011 with a variety of cases in the press our checking for arbitration forum we've had the opportunity to recover $20 million. under prop 64 that money is mandated to continue to go to the protection efforts. since that time the included in our budget over last year and this year which is $1.8 million which have been allocated for that we've got 15 unlawful million dollars that could be used to funded consumer protection and other efforts that can benefit the folks in san francisco. i've had discussion with the mayor's office and whether additional fund or resources are made available that we could pay for and continue to continue that work. we have about 15 unlawful million dollars available. the mayor's office is support i have in terms of supporting our effort and i welcome to continue that discussion with either the administration or the board of supervisors to see how we can enhance the situation >> that m
