>> utor is the storm we have been watching all week. it didn't make landfall here on wednesday as a typhoon there west of hong kong. now it has been downgraded to a tropical storm. winds about 65, gusting up to 90 kilometers at this hour. the winds have dramatically decreased in intensity. the main problem over the next several days is going to be the heavy rainfall. even though the storm has weakened, it's still going to be dropping a copious amount of rain out here, and i'm talking about in eastern portions of the province, still going to be seeing about 250 millimeters of rain in some areas, up to 260 millimeters seen in the past 24 hours. one area saw 75 in just a one-hour period, very intense stuff going on. you would think with all this rain here it would help with the drought farther to the north, but looks like most is going to be reserved farther to the south. if any showers do get triggered into porgs of southern hunon province, it's going to be doing more harm possibly than good. less to the drought relief and more to the ris

and the remnants of utor still dropping heavy rainfall. some rainfall dropping over 200 millimeters of accumulation. the next rainfall in guangdong province, you could see that same amount. over to the north we have this high pressure dominating, unfortunately that's been creating drought conditions. but it looks like this is not going to be providing too much in the form of relief. if anything it will be causing more harm than good. you're talking about flash flooding due to these short-time heavy rains in these very dry and parched areas here just brought in by utor. that's going to continue to weaken out. we see an area of low pressure on the map. also into the forecast here by saturday morning this is no longer a tropical depression, it's a tropical storm likely going to be called trume out here as it continues to develop up. these two areas really look like they're going to start to emerge. you can see them encome paz e passed in this one isobar here. those are going to come together and you're going to have one large area bringing so

this is typhoon utor. made landfall in the early hours here in northeastern luzon, gusting up to 250 kilometers per hour wind left damage in its wake. this is out of northeastern luzon and really around that same area here. earlier on today where typhoon utor made landfall, the strongest typhoon to hit the philippines this year. and really the only typhoon thus far. landslides and floods cut off power and communications to this entire area. according to officials, one person has been killed, 14 others still missing. most fishermen. this was the hardest hit and landslides cut off access to get into that town here. really the only access road in and several houses were also flattened, just devastated by the strong winds out here. seas near the coast when this made landfall up to ten to 12 meters high. now it's moving towards the west out there into the south china sea. winds at 126, up to 180 kilometers per hour. but it's still expected to make a second landfall into guandong province and hanon. taiwan, some

be battering much of these areas in southern china, especially with that remnant low of the typhoon utor still lingering there. it won't be going anywhere. it will be bringing wet and rainy conditions for the next several days. we're seeing another storm system. this has intensified. this is trami. making its way to taiwan and perhaps into southern china, but before it hits taiwan, it's likely to maintain its intensity. it will be packing gusts of 126 and into tomorrow about 144 kilometers per hour. and that will be pick up the high waves along the coastal regions in any of these islands up to about seven meters high. very dangerous level. not only that but the total accumulation of the rainfall will be staggering amounts. the southwestern monsoonal flow is dumping torrents of rain here in western luzon. that includes the metro manila area where the flooding has still not alleviated yet. this is a huge concern because any further precipitation could further worsen the situation. we see a lot of rain accumulations and even in japan. thunderstorms are likely to ignite across much of northe

bringing that heavy rain, but back in towards the south of china now where last week we saw typhoon utor move through the south china sea and come in here through guangdong province, if you remember. these are areas that do not need anymore rain. maybe 250 millimeters heading over into vietnam for the next 24 hours. up towards the north as well in far eastern russia more flooding here. we've got some video of the situation in russia. this is being called the worst flooding in 120 years in russia's far east. impacting 50,000 people. and the forecast shows that conditions may even worsen. the amor river burst its banks after a month of unusually heavy rainfall hit the area through august. now, many forecasters think the water is not going to recede until early september. well, in response, about 2,000 emergency workers have been dispatched and are trying to assist those affected. it really is a very serious situation across much of eastern asia. if we look at the temperatures as well you're going to be seeing that although there's nothing particularly extreme in terms of the high temperatu
