amid calls for va secretary shinseki to step down, the obama administration announced a top official was forced to resign. the leading whistleblower, dr. sam foote is joining us and here in studio, the va deputy director. the undersecretary of health for the va, robert petzel, was forced out. he announce d plans to retire last year. do you see this as accountability or an empty gesture? >> i'm glad you asked that. one of the issues we brought up was accountability from top to bottom. secretary shinseki announced that 300 employees had been reprimanded on wait list, scheming the system. the problem was when he was pressed on this issue he said, well, you know, a lot of employees retired or were moved or were put into different positions or demoted. when pressed he was not very clear about whether these employees were fired. >> what about petzel? >> it's a difficult scenario. the scrutiny that came over his department may have forced his hand. i don't know if he was planning to retire in the next few weeks or what the larger plan was. what's happened over the last month, i think, forced his resignation sooner than we would have seen it.

. >> my next guest is a physician who's worked attitude four va hospitals and that witnessed some mistreatment. groin me is drnley. >> you have worked in a number of va facilities when you heard these stories, were surprised by this? >> well, at the beginning, i was a little bit surprised because of the fact that when i initially started my training and a va hospital in baltimore, i got some of the most superb training there. i am a veteran. but later on, when i started working as a contractor for some of the veteran hospitals i started to see some of the improprieties going on. and i guess when i treat patients i try to treat every patient like they're my own family member. if you do that, you can't get into problems however, it seemed as if in my own case, i would try to do top notch care. on some of my patients and my hands were tied because of the rules. and what went on there. >> why would there be rules? i don't understand that. >> it's not necessarily rules i believe that government workers because of the fact government insures these physicians and a lot of the health care workers. i believe a lot of

va. what are some of the things that you would change. now we saw yesterday that dr. es that i brought up was accountability up and down the chain. we know that it's difficult to sanction a va employee or underperforming employee and then if a va employee quits, is fired or retires, it can take six months to a year to find an adequate replacement. our concern is, when you have this kind of culture of accountability, are there tradeoffs being made at the management level? >> that's a great question. so many things that stick out to me, one of which is this doctor shortage. did any of that really get addressed at the hearings this week, the question of whether or not they could handle the 50% increase in veterans issues, needing to see primary care physician, when they've only seen an increase of under 10% of doctors added to the rolls? you can fire a few people, but you have to hire doctors. >> absolutely. this is something that my colleagues and i who were on the panel of veterans organizations kept talking about. do we have the proper resources for the department of v

dr. petzel can answer. very simple question. they va health care system is the largest integrated health care system in the united states of america, 6.5 million of veterans access it every single day. mr. shinseki or dr. petzel come what are the strengths of the va health care system? what are the problems in your judgment? is a good system? >> mr. chairman, it's a good system, and is comparable to any other health care system in the country. in some areas and some specific occasions we exceed even those good systems. for five years now we focused on three major goals for va. all of us focused on doing better by veterans which is what the president asked me to do when i came here. the first was to increase access. i think we've been successful at this. we've enrolled 2 million more veterans into va health care. i think there's a net here, somewhere around 1.4 million, 1.5 million who are net overall increases. but over five years we've enrolled 2 million more of veterans. the second focus was to go after this thing called the backlog.

va medical center in phoenix. that staff is accused of hiding long wait times on a secret list and then destroying that list when investigators closed in. dr. samuel foote, who spent decades working for the va, was the first to allege that the hospital kept the alternate list of patients with long wait times in an effort to improve the medical center's record. >> this was basically an elaborate scheme to cover up patient wait times and cover up patients that we didn't have providers for. again, the main problem was we had a huge demand and we had relatively limited supply of service. >> as many as 40 veterans may have died while waiting for care. at a town hall in phoenix moments ago, a veteran's widow, vicki olson, said her husband was told again and again by the va to just be patient. >> i'm here to tell you that my dead veteran husband cannot be much more patient than he is today, but me, i'm pissed. >> secretary shinseki has now ordered a face-to-face audit of all clinics at medical centers nationwide. with some calling for his resignation, he told nbc news the agency is working to make sure that whatever is ald in phoenix never happen

and look, back in september the va had already announced publicly that that guy was retiring. grateful to drd service, blah, blah, blah. so they announced his retirement in september. the white house announced his replacement 2 1/2 weeks ago. and now it's big news that the guy is resigning? he may be resigning, but he was gone already. if this was the big accountability moment to make it look like they were canning somebody in charge because that's what everybody was clamoring for, this was not that moment. fixing what is wrong with wait times and record keeping at the va, which is the biggest health care system in the country, that problem is not going to be fixed at a senate hearing, and it is not going to be fixed by expressions of outrage. i continue to think that it is not going to be fixed by firing any one person at headquarters, although there are definitely those who disagree with me on that. but presumably everyone can agree that the resignation of someone who has already resigned will do nothing to fix this problem and nothing to make it even look like the problem is being fixed o
