now looking in to charges of obstruction of justice at several va facilities. libby casey has more from washington. >> john, 3078pom is using his pen and his phone to try to improve the state of veterans care. he is trying to improve their metal healthcare, to increase suicide prevention efforts, help with peer counseling and get veterans transitioned in to programs to help them automatically without them having to look for it and search for help as they leave military service and start their civilian life. there is also efforts by the white house to try to make sure that vet transget access to programs designed to hem them buy houses. the programs already exist but many vet transdon't know about them. they are going to work with bafrpingdz to try to make sure that vets know what they have access to. this all comes on the heels of scandal at the veterans affairs administration, allegations of cover-ups that vets were waiting for weeks and months just trying to get basic healthcare. president obama says that is changing. >> what i want you to know directly from

michaela, is specifically set aside to the va for any veteran that can't get timely service at a va facility's the money, send that veteran to a private health care facility, private doctor, whatever, and get that veteran treated. that's number one. so that should end any reason for any secret lists, waiting lists at all. veterans are going to be treated timely with this bill. the next thing, do we have a problem with not enough doctors, not enough nurses? q. okay. va, here's $5 billion, go out and hire them, bring them into the system, and do we not have enough space to put those doctors and nurses? this gives a couple more billion dollars to acquire leases for medical facilities. that's why i call it the no excuses bill. it is called some kind of access health care bill, but it basically says to the va, there is no reason for any veteran to be waiting for health care anymore and as soon as the president signs it, it should be enacted. >> and look, we all support those things that are getting done. i appreciate the fact that all of those issues you talked about more resources, more doctors,

same issues of the mismanagement and problems with how they occur at the facilities and some systemic cultural problems for the va has been struggling to address since the spring. >> host: what did they find out about suicide and suicide prevention related to the care that they get at these facilities? >> guest: it's something we've heard a lot from the veterans organizations over the years. the story is a lot of different medical issues. when the veterans can get in and be seen by someone and get the care they need for medicare is awfully good but the problem again seems to be getting in there. we saw some reports in this review of folks who had some serious mental health issues that we but we put it off for weeks and months so follow-ups that could have been key in addressing their issues and helping stabilize their condition. >> host: so you mentioned the cultural issues are something that's been brought up repeatedly about what happened at the va facilities. so, what do they recommend to address culture at the va? >> guest: they've got 24 recommendations in here. the va has signed off on all of them saying th

at columbia, and at va facilities across the country, veterans always come first. i don't think we should overlook that fact. at procter & gamble, the most important metric for its more than 120,000 employees is customer satisfaction. it's the most important metric for any organization, public or private. for v.a., that means veterans' satisfaction. our strategic plan says it plainly, "v.a. is a customer-service organization. we serve veterans." and it's by how well we serve them that veterans ultimately decide our value as an organization. the truth of the matter is that we've failed in a number of ways. we need to do better. we have to do better. much better. right now, it's up to the department to reaffirm its worth and regain veterans' trust. over the past few months, we've been forced to take a hard look at ourselves through their eyes, and through their experiences -- good, bad, and indifferent. i think one of the lessons learned is that, if we are to be truly veteran-focused, we need to continuously measure our performance -- not just when things go wrong, b

>> i'm a former chief of staff of the va facility in its emerging and it was our experience of their that would be tried to hire full-time ophthalmologist or we would ask for people to come in on a contract basis. because we were an academic facility, we had a strong partnership with the university of virginia and we were able to recruit people effectively there. but i'm aware that other institutions to have contracts for folks to guide. >> i'm somewhat concerned because some of my friends are ophthalmologist that work at the va, and they are concerned with the fact that the va limits the ability to work at the va because once they reach a certain dollar amount, and they can't work anymore for the year. because they think may be more cost-effective full-time ophthalmologist than the va. but, of course, they don't have any full-time ophthalmologist to the patient traveled 250 miles to milwaukee to get to see the ophthalmologist. so they say you can't pay them or because the be more efficient to hire a full-time ophthalmologist the yet they don't hire a full-time ophthalmologist so the

a scathing report has been released about the va facilities in phoenix from the department of veterans inspector general's office. in a study, more than 3,000 cases, investigators found that dozens of veterans have quote, clinically significant delay in care and six of them died. the report says investigators couldn't conclusively link their deaths to t delay, but had other disturbing findings about the poor care that veterans received. our senior investigative correspondent drew griffin broke the story and he's been keeping 'em thohonest from the beginnin and has been going through the report tonight. he joins me now live. so what was in the report? what did the office of inspector general find? >> well, basically, it's a confirmation of everything we've been reporting and our whistle-blowers have been telling us about for months and months, anderson. veterans suffered while waiting to get care. they couldn't even get initial appointments in time. and administers all along were trying to hide that fact. there were unofficial lists, official lists, thousands of people waiting on these
