for the renovation work, the triggers foreign vaition, if you are doing a structural repair, you have to make buildings accessible to some level. if you are doing an alteration, you have to make them accessible and the state has defined what these various words mean, alteration, revision, structural repair. if you are doing none of these things, changing carpets or changing your displays, the state law does not come into play. the building department does not enforce the americans with disabilities act directly. our building code has provisions similar to but not identical to the ada. is that generally right? paul, you see that stuff a right. >> yeah, most cities don't enforce adac >> we don't enforce the americans with disabilities act but they include standards we want to let you know about because today's program is to try to encourage small businesses and other commercial owners to bring their buildings more closely, more reasonably, into what is compliance with the standards. it's sort of like structural repair. something is either not earthquake proof or earthquake proof. there'

[laughter] instead of that, have a single food superintendent dliffing food, and that would be an awful place to eat. that's what we did with the schools. instead of allowing interneuroship to allow for growth in education, we've turned that off. it's hard for anyone to effect change from the top down. i have an admiration for joel cline who tried to introduce more innovation in the school district. the slow movement shows how heavy a lift this is, and i think we've had hopeful signs from the promised academy this harlem and other results in charter schools allowing some form of competition and innovation that does meaningful things like improving test scores. we're unlikely to have better schools and to have improvements in the area without harnessing the urban vir cues. once you do that, america has the best schools in the world, but will not happen if it's a monopoly with schooling. i'll end there and i'm

here's an ill los vaition from an operation a few years ago in the middle east that illustrates this. it starts out with a person because we are looking at networks compromised of people. we are not looking at military organizations where the individuals are, you know, pieces of a machine where you draw and find a tank platoon in the trees, you can draw the rest with a great deal of confidence. you're looking for people and the relationships between people and that's extremely die dynamic, and they change as soon as they know you are watching. we watch for a couple of people, and they may take weeks using intelligence from a variety of sources, uav's being one. we look for a pattern of life. we want to establish a pattern between what different people are doing, how they relate to each other, what their activities are, and at that point, this is where uav's come into their own and aircraft surveillance comes into its own because we move the as sets rapidly and we can perch over a target for a long period of time from distances where we are not observed and the watch doesn't know they
