vallejo filed for bankruptcy nearly three years ago. this morning, city managers said the city has stabilized and presented a road map for getting vallejo out of bankruptcy. a five-year plan promises to restore some city services but some creditors will be left holding the short end of the stick. some may get as little as 5 cents on the dollar on what they are owed. the city manager says it's only way for vallejo to save money. >> would we decrease fire? close another fire station? would we take more police off the streets? how else could we increase that pot? it would only be to reduce expenditures. >> vallejo's exit plan was filed with the bankruptcy court in sacramento this week. the city manage her present an assessment report to the city council next tuesday. >>> first lady michelle obama helped wal-mart kick off a new program to make healthy food more affordable to americans. it plans to offer nutrition products and lower the costs on fruits and vegetables. the first lady says it's a victory for parents and families. >> efforts li
