this landmark legislation was passed last year by supervisor sandra lee fewer and supervisor vallie brown and signed by mayor breed. i think it's fitting for me to speak after mayor breed because it makes her legislation clear. it's time to get to work. we know that racism exists here in city government, we know that racism exists here in san francisco. enough with dragging our feet. it's time to start banding together and address racial equity, and i'm going to help you do that. i'll be your facilitator, your advocate, your fighter. whatever you need me to do, so you can be at the front lines to do this work. i'm a great baby-sitter, by the way. so to talk a little bit about my background, i don't come at this position from a philosophical sense, i come at this position as a community organizer and as a person who has to move through the system every day as a black woman. i was raised in harlem, new york, born to a 15-year-old teenage mom against the crack cocaine epidemic that was ravaging harlem at the time and the h.i.v. epidemic that ravaged our community at the same time. it was har

community at the african-american art and culture complex, the violence and so many of you i say vallie brownost challenging times in the history of this city. the violence that occurred, loss of so many african-americans, and specifically a lot of our young men. what we had to do is come together. come together as a community, come together and work with law enforcement to try to really keep our community safe. i got tired of going to the funerals of not only the people i grew up with but also later on when i was running the african-american art and culture complex, the funerals of their children. working with the captains in the northern police station, bringing officers into the neighborhood groups and events that we had was not easy when we first tried to do it. they kept coming back. we kept having the hard conversations. they kept answering the hard questions from young african-american men. we over the years develop relationships. we went from our young kids who wouldn't even speak to police officers to years later little head nods. years later little fist bumps. years later there are

from oewd who has done a lot of work and was very instrumental in the mayor and former supervisor vallie brown streamlining legislation, i don't know if the commission is able to get to the very specific nuancing of formula retail, but to say this is one area to look at and to take the general principals of what the current formula retail policy is and look how it overlays because if there is an application to it, even as the formula retail exists, it still may narrow the window if it gets applied to these catering facilities. if it is applied it can narrow the window of the land use of them being able to be. i think it is important for us to hear the direction of you that this is one area that needs to be looked at and brought together with oewd and the planning department to look at this and sort of look at all of the zoning codes and locations and where things can and can't be, and then, you know, if it develops into legislation or develops into the planning department needs to be more rigorous in the questions when applications come through, we can come back. that is the direction you can

the legislation was led by supervisor safai and then supervisor vallie brown and cosponsored by many of their colleagues including president yee. now we get to where we are today. 2340, san jose avenue was identified as being available for temporary use and is being developed into affordable housing in late 2020. and we want to thank sfmta and the mission housing development corporation for their support in using this site as an interim use. once the site was confirmed as being an option, we began partnering with supervisor safai's office on engaging the community. and again, thank you for your tremendous leadership on that piece in particular. the community engagement process was significant and led to community members in d-11 saying things like i'm proud to live in d-11 where we welcome places that help people. i hope i can figure out a way to get involved once it opens. i see that members of that working group are here today, many more were here and had to leave, and we want to thank them all and the district 11 community for the support offered and the leadership they have shown
