applied to the four general goals, there is very little discretion of city values and strategies for technology development city-wide. nothing or mean for improvement and cooperation and communication among departments a major need the jury found is commented on. this would require understanding and working on organization, design, and policy for considering the plan to become strategic. there is little unintroducing priorities for technology personnel, equipment and money particularly on a city-wide basis. the ict plan need to develop into a road map for the future, a useful plan should provide direction as well as goals for technology development. where we want to go, why we want to go there, and how to get there. the plan needs to provide underlying philosophy and values to city-wide technology. it need to provide guidelines to action to achieve well thought out goals, budgets, financial direction are just one part of a planning process. ~ there is little effort in this and the current plan to describe one measure technology on a city-wide basis. this eliminates knowing how the cit

they retained a full time job, not on the city's dime anymore. 88% of employees placed said it added value to the company. you can take any job training or job placement program in the city, whether it's nonprofit run or city run and you will never find a 50% placement rate. it's a very, very high placement rate number for folks with multiple barriers to employment. so it shows this is an effective strategy. we have a very large public sector to jobs now. so this is a public service trainees in rec and park, dpw, hssa and other city departments. the placements tend to be six months, some can last up to a year. we have been working with dhr to allow those placements to count for mqs for city employment and met minimum qualifications. our staff is working with these clients. they're getting help with their rÉsume, with soft skills, interview skills, things like that, they're connected with us. so we encourage folks to apply for, and get on lists for city employment, and at hssa. we've been able to hire a lot and getting former public assistance recipients working as case worgers in our syste

data sets that our city departments currently put out often show our city departments in their best light. from my perspective the value of open data is to give the public and the smartest minds in the city data sets that help us improve on imperfect situations, to have data sets that show where we can improve, take risks and be innovative. to do that this legislation that we're considering today does a number of things, but three things in particular i'll point out. first, it creates a chief data officer position to maintain the focus on moving forward our open data movement in san francisco city government. secondly, it requires that each city department designates a data coordinator who works with the chief data officer so we can ensure that the public knows who within every department they can work with on data requests. thirdly, this legislation requires the development and consistent standards in how data is presented. now, for our colleagues and for the public, let me just mention a couple of data projects that i have proposed in the past to give some examples of what we're talking about, in part these have been
