van holland. we clearly have a serious long-term problem in this country with rising health care costs. it impacts a veteran who served our country, who relies on tricare in highland hills. it affects a senior who requires skilled nursing home care in thousand oaks in northeast san antonio. it impacts someone who has nothing but medicare to provide their health care in san marcus. and it affects people across this country, but the fundamental question that mr. ryan's republican budget presents today is whether the solution to that rising health care cost is a problem that impacts so many americans, is to shift more of the burden to the seniors, to the most vulnerable, including our seniors in nursing homes if that will solve the rising health care costs. and i think shifting from the taxpayer to the senior is the wrong approach to take. now, we've heard from many of the commentators who have gotten behind mr. ryan's plan that he's visionary, and that anyone who doesn't agree with him is democrat g

thank you, chairman ryan and congressman van holland, distinguished members of the committee. thank you for the opportunity to be here with you today. i think this budget does represent a responsible investment in our nation's security, strikes a purposeful balance between succeeding in today's conflicts and preparing for tomorrow. it also keeps faith with the nation and with the greatest source of our military strengths, that is america's sons and daughters and i submit the rest of my statement for the record. >> that's pretty fast. i wasn't expecting that. we're not used to that fast. okay. secretary panetta, as i mentioned, we have tremendous respect for you for your past, for your service to our country. i agree with lots of what you said in your testimony. but it is as hard to get my mind around whether this is a strategy driven budget or a budget driven strategy. and that's what we're getting down to here. the administration since february 2010 has reduced the base budget, and that's the buget without the cost of the wars in iraq and afghanistan by $500 billion. at each

van holland, wisconsin is one of the states involved in this lawsuit and j.b., the real focus for thoselegal degrees is going to be day two. you really see the debate on the mandate, the constitutionality on the mandate, what is your greatest concern? i know what you want because you filed the suit. what's your greatest concern from your perspective? >> well, my greatest concern, of course, is that the court does a little work for the obama administration and finds a way to find this law to be constitutional. if they strictly focus on the commerce clause, like they did when they created the law, i have no doubt this is going to be struck down. if it's not, they've basically given the federal government unlimited power and taken away the purpose of the states to exist at all so i'm hoping they'll focus on the exact law that we are -- that we're talking about here and they don't try to find an excuse and do the president's job for him. >> and that is going to be interesting, too, to see if this can be decide on the performance of both law teams. what do you think about that as both teams
