van hollen: mr. speaker, i rise to claim time in opposition to the gentleman's amendment. the chair: the gentleman from maryland is recognized. mr. van hollen: thank you, mr. speaker. yesterday, we debated the republican budget proposal as it came to the floor. we saw that even as americans are working even harder every day, their budget would squeeze them more. it would squeeze middle-class families and those working to join the middle class. it would squeeze students trying to get an affordable college education. it would squeeze seniors by immediately increasing the cost of prescription drugs immediately increasing the cost of co-pays for preventative health services. this budget on the floor today squeezes those families even harder, even as both budgets provide another round of windfalled tax cuts to the folks at the very top like cutting the top tax rate by over a third as they green light the romney-ryan plan. this particular budget actually will slow down economic growth over the next couple

van hollen: thank you. does the budget assume what is being discussed as a potential agreement on sgr.? that is at $168 billion? >> yes. rep. van hollen: that means if we have a net reduction of 184 we are talking about gross reductions of $359 billion. i want to get a sense of what those reductions in the medicare account are. first of all, as i understand, a piece of that is restructuring parts a and d of medicare. what savings are you assuming from that? >> in terms of the sgr and we do assume that a full permanent fix is fully offset, but it pulls from the 5.5 trillion in savings. we assume it in our savings. in tombs of combining a and d deductibles into a single deductible, that is $94.1 billion over a 10 year window. rep. van hollen: how must you assume, if any, from medical malpractice reform? >> 36.9 billion over the tenure window. -- over the 10 year window. four means testing --for means testing, we have an assumption of 100 and $4 billion -- $104 billion. rep. van hollen: last year's budget assu

van hollen relating to overseas contingency operations. rep. price: the gentleman from maryland is recognized for two minutes. representative van hollen: the games that this committee plays with defense spending -- here is what the committee said last year. it said abuse of the oco adjustment is a backdoor loophole that undermines the integrity of the budget process. the budget committee will recognize the responsibilities in regards to oco and will approve increases our leaders say are needed to carry out operations. that is this committee unanimously. what this budget does is say ignore what the committee told the whole rest of the congress last year. in fact, what we're doing my putting in extra money is precisely what we said we would not do last year. not only that, but this house went on as part of the national defense authorization bill to codify the regulations in the house version of the bill that says that we should be using these funds in this way. i know our colleagues want to do the right thing will stop this is the wrong way to do

van hollen: thank you l speaker. i don't think that huge disinvestment in education starting with early education going through k through 12 helps our kids and their future. i don't think that the efforts that strip away at a lot of the job training programs help hard-working americans. the president's budget priority is to accelerate economic growth and have more broadly shared prosperity. i would remind my colleagues, the day the president was sworn into office, we were losing 800,000 jobs every month in this country. the bottom was falling out. now we've seen over the last 60 months, 12 million jobs created. we have a long way to go, but we are certainly on the right track. and the president's budget provides for additional economic growth in a fiscally responsible way. the president's budget reduces the debt-to-g.d.p. ratio. the president's budget does not do is disinvest in our kids' education. it does not increase the costs to seniors or prescription drugs and co-pays for preventive health care and it doesn't g
