joining me now, democratic senator chris van hollen of maryland.r, as always. so based on what you know about this agreement between republicans and the white house, where does that leave it? >> well, chris, it's good to be with you. the reality is we don't know, because senator mcconnell still hasn't put any of the details of his proposal out on paper. he has not introduced a bill. you'll remember that we have been sitting for two months on the heroes act, which passed the house of representatives. that was their next covid emergency relief package. mcconnell did nothing for two months. now we're up against a series of deadlines, the end of the eviction moratorium, the end of the enhanced unemployment insurance benefit. and the reality is, chris, we still don't know. in fact there is apparently so much continued division among senate republicans that they're not planning to introduce one comprehensive plan. they're going to introduce a series of different pieces because they don't have unity in their caucus. so we're in disarray here on the republ

the rebuilding main street act from senators van hollen, merkley and murphy, proposes such a modification. this would provide grants to specially hard hit small firms to cover fixed costs and expenses. the employers use short-term compensation arrangements and the employees would continue to receive unemployment insurance on a prorated basis to compensate for reduced wages. no matter what the modification, data should be collected at the loan or grant application phase in any future modified ppp effort. not just on the back end of the program. these data were supposed to be tracked such a the most vulnerable firms would be prioritized. not only should these data be collected in a current and additional relief should be targeted at these firms. policymakers should consider in the long run distribution channels for aid in the future that could provide need to small firms directly rather than via banks or other lenders. most importantly, the human and technological capacity of the sba such a program as the ppp should be increased significantly. given the long-standing importance of small bus
