i'm here representing the van ness plan. for more than 20 years, it's been the guideline that's directed what's developed on van nes and what cpmc has proposed violates every objective of the van ness plan. i also believe that a win-win solution is possible. probably, even though no hospital is supposed to be built there, no office buildings, nothing but housing with retail beneath, minimal retail, i believe that this is not a bad location for a hospital to replace an office building and a hotel provided that in other respects it follows the van ness plan. if it's going to completely violate the van ness plan with the height limit, with not producing housing, etset -- which is required of every developer at a ratio of 3 to 1 and of course will not be all located within the van ness area but could be located on many sites in the tenderloin or even south of market if they pay for that. otherwise, there is the no project alternative which means they can still build their hospital but they can build it on the campuses where it is

as a non-driver, i use buses exclusively and travel van ness almost weekly. traffic congestion is so common that they take a book with me so i have something to do. i work labor and delivery at cpmc california campus. we have 18 labor beds, and usually three-five patients -- three-five guests for each patient. after delivery, the patient goes to post part of for mother and delivery care and we have approximately 50 beds. that is 150 cars coming to visit the patients. itadd to this the cars of doctors, nurses, what a challenge. history and research has educated us to know that the support of family and patients results in a quicker recovery and better outcomes. we want people to get visitors. we want people to stay with them. i am very concerned about patient safety. transporting a patient far away from their community will cause unnecessary stress. we have already had a patient come to us in triage, barely making it to the bathroom to deliver with us, and barely made it because of traffic. that is why i am keeping gloves with me when i travel the buses, and f

what has happened is because van ness has gotten sleepy, and when something happens, it is a big deal. we are talking about a major thoroughfare in a major city, which is pretty dead. i am remembering in my mind. when i opened up my club in 1997, the street was utterly dead. it was a significant thoroughfare, but it was totally dead. when i tried to open my business, the police objected, and i had to go to the board of permit appeals for a year and a half in order to beat them. five or six years later, what triggered and drove me to help create the small business assistance center is i had gotten so delayed by the sunni in a business that actually helped greatly turn the street around. so what i try to express to people is that if you want to help revitalize an area in this day and age, you're going to have to include liquor licenses. and with liquor licenses come challenges and an occasional problem. but that is part of the give and take of getting an area revitalized. i'm just putting it out there, that this seems like reaction area legislation on behalf of the supervisor, which i c
