van ness improvement project that the civil grand jury reported on is very different than today's van ness improvement project. we are different phase now. with no significant delays in the transportation infrastructure work and the components of the project. another example is regarding the grand jury finding on the relationship between the city and the contractor was contentious. through efforts by both city and contractor staff, this relationship has been substantially improved. something the report does not consider. as a result the joint project team has been able to achieve exceptional results with activities such as the recent reconstruction of the south van ness mission street intersections. work that might have taken 6 to 8 weeks if done piecemeal and in sections was completed within 5 days, thanks to the efforts of both city and contractor staff working closely together. thank you for your conversation -- considerations of our responses before you. we're making every effort to comprehensive our project delivery methods for city of san francisco. we're almost at the end of th

was approveded with on site b.m.r., but is still pending signoff before it is approved. 600 south van ness was completed in 2017, but the b.m.r. has been in limbo ever since. the project has been approved with ownership, affordable units after construction, the developer switched to renting the market-rate units but was trying to retain the b.m.r.s as ownership. the reality is having a small number of affordable units isn't feasible because banks won't finance their purchase. so m.o.c.d. which oversees b.m.r.s when they're built was unable to approve the request. the developer received signoff on his completed projects in july 2017 and has been renting out the market rate units while the b.m.r. units have been sitting empty for four years. this is four years. a very really impact on people struggling to stay in san francisco. with no codes in place, the planning commission had no other option than to allow the developer to fee out with the promise of affordable units on site. the city and my district lost and we cannot allow this to happen again. this legislation will establish procedures
