that are allegedly dealing the drugs have moved to ellis street particularly between larkin and van nessey are actually going into northern station. and as i have noticed on a few occasions on the last couple of weeks, there was a group of individuals that weren't using, but from past experience and walking tenderloin with your officers and the foot patrols are out, those individuals tend to leave the area. the users, people that are, they are using drugs, they don't tend to leave the area, and the police on many occasions, say, no, you can't do that anymore and some occasions they let them be and other occasions they asked if they were okay because they looked like they were asleep and maybe od'ing at the time. i noticed that the individuals dealing the drugs tend to leave the area. they are not arrested because there is no actual proof that they are handing it to the individual a few feet away and they don't want the police to figure out that they are and at the same time they leave. that to me without coming in is an effective way of cleaning the streets. as you correctly pointed out,
