vanessa herring is live outside the wilson building with more. vanessa? >> reporter: good morning. this is a bill that mayor gray and d.c. council didn't want to draft but that judge's decision forced them to come up with some sort of a system that would allow people to carry concealed guns in the district. now, the proposed bill is modeled after ones in other states that have successfully passed court challenges. if this bill is passed later this morning, permit holders would not be able to carry their concealed guns in government buildings, schools, stadiums, bars and restaurants or where public officials need to be protected. people who want permits need to explain why they want one in an application. some of the reasons like receiving a death threat or being a victim of domestic violence could get application approved. applications would have to be approved by police chief cathy lanier. if an application is does denied, the applicant would have a chance to appeal that decision. >> i happen to be one that really does not support having people walking around with guns concealed o

vanessa. >> reporter: good morning. the search for 32-year-old jesse matthew is intense with police searching down multiple reported sightings across virginia. the man police are looking for was at their headquarters last saturday asking about talking to a lawyer. that's when police say he took off. they chased him for a short chill but backed off when speeds became excessive and that's the last time anyone has seen jesse matthew. take a look at the pick on your screen. this is the man police are looking for jesse matthew. police say matthew is seen in a surveillance video, this video here, following 18-year-old hannah graham just after 1:00 a.m. on saturday, september 14. witnesses told police they saw graham and matthew at the tempo restaurant at the outdoor downtown mall. police believe the two left together in matthew's car. police are waiting for results from forensic tests from items, including clothing taken from matthew's apartment and car. matthew does have a criminal record, though mostly traffic violations. >

vanessa herring brings us the story of what's left of the home. >> reporter: the fire started in the basement of th home on iris street in rockville. a man ran out and called for help. that's when he realized his mother was trapped inside. >> survivability profile of this fire when the first units arrived was poor. there was smoke pouring from every opening. >> reporter: inside flames engulfed the stairwell leading to the second floor where the elderly woman was trapped. firefighters used a complicated rescue technique to get her out. >> they had to enter overground -- enter over ground ladders. the second floor window was removed and then down ground ladder. >> reporter: the woman suffering from smoke inhalation and other injuries died hours after the rescue. >> i would certainly say how sad and sorry it is. we hope they can recover soon from the loss. >> reporter: utility crews had to be called to the scene after a gas burp reignited the fire. the cause is still under investigation. vanessa herring, wusa9. >> a fire department spokesperson says that home did not have a smoke detect

vanessa herring is live in the satellite center with more on the investigation. >> reporter: good morning. this is a major break in the case and charlottesville police will travel 1200 miles to question jesse matthew later today. they say the 32-year-old is the last person 18-year-old hanna graham was seen with at a charlottesville bar. as police head to texas, hannah's friends and family are hoping to bring her home soon. jesse matthew was taken into custody in texas wednesday afternoon. police say matthew bought hannah graham drinks at a charlottesville bar on september 13 and they left in his car. they say he's in this surveillance video. graham hasn't been seen since. matthew is being represented by former commonwealth attorney james camblos and will be brought back to virginia. matthew's arrest is a major break and it's giving graham's friends hope. they gathered at west potomac high school where graham graduated last year for a vigil. >> tonight i ask that we all share hope, hope that hannah will come back safely and soon. hope for the graham family that they can find some comfort b

vanessa heron joins us live from ira street in front of where the house is boarded up. >> reporter: good morning, yeah this home on ira street is now a crime scene. they're actually police cruisers just down the street here. you can see just behind me the home is surrounded by crime tape. you can smell the burned wood in the air here. police now saying that a grisly crime happened just before that fire was set. police say 57-year-old hani haleem allegedly told them he stabbed his 82-year-old mother somaya haleem several times before setting their home on fire. he's charged with first degree murder. this was the scene early thursday. smoke billowing out of the home as firefighters rescued somaya haleem. the woman was pulled out of the burning home but later died at the hospital. firefighters say the woman suffered smoke inhalation but now police say her son attacked her stabbing her before he set the home on fire. >> she came out of one of those front second story windows. that is tremendously difficult work for any group of firefighters and they were all committed to that rescue in the f
