and while some minor inputs i think were given at various phases, but they were not part of the -- my understanding is they were not part of the core team involved in drafting the legislation. commissioner o'brien: so we were proceeding thinking that h.r.c. was pretty involved in it and kind of driving what representation we might ought to have been there? >> well, i think here is the time line that transpired. we had no knowledge that this legislation was being drafted until it was introduced. and was forwarded to our commission. which then at that point in time we reached out to h.r.c. because it covers the l.b.e.'s, asked for their input, reached out to the office of economic and workforce development and the legislative sponsor to petroleum briefings and to have them come and present -- to provide staff some preliminary information but to schedule them to present at the legislation and policy committee meeting. so it was after october 26 that we were informeded of the amount of time that had gone into creating and establishing the legislation and who the supervisor worked with in

years, his earlier to try to find something about the influences on his work, then talk about various phases in his career, his early years right up through blonde on blonde. and then a later period which i've called later. and then sort of a dry period followed by what i see as an interlude in which he recaptured his use at the beginning of the 1990s. and then a more recent work, well, from time at a bike ride through the christmas album last year. the book is divided in that way. but i wanted to go back very, very much, and there were two influences that i felt were particularly important for me to write about. one, and they are fairly obvious to anyone who knows anything about dylan's work. one was the revival and the whole folk music movement that came out of the pocket front of the 1930s and 1940s. and the other was the beat generation, the beat poets. writing about the popular front -- well, there were two questions, to problems. one is the obvious and perhaps mandatory figures to write about in terms of influencing bob dylan were, of course, woody guthrie, above and beyond anyone else

a final evaluation hurdle to account is the 20-year phased deployment of various project components. our parish committee consists of several experienced developers and environmental assessor's employed by government agencies in the area. the committee has attended over 45 meetings regarding the project. we have also held many meetings for the interested members of our parish to discuss their concerns in private. after all our analysis, discussion, and efforts, even a pair -- st. stephen's parish supports the new development for the following key reasons -- the relocation of light rail to the west side, addition of traffic signals in 19th avenue and seven adjacent intersections, high level of green building technologies employed throughout the entire project, and a retention of rent control units and the addition of new affordable housing units. thank you. commissioner miguel: thank you. phase two. we have been working closely with our various stakeholders, particularly our main tenants that the temporary terminal, to find a way to provide restrooms to the transit users. i am happy to report we will be providing restrooms to the transit riders, and we are currently working out a deal with ac transit. we will be presenting those deals in january. we will be providing restrooms. chairman ford: thank you. any questions? that conclude your report? any questions of the executive director? ok. next item. >> public comment on the executive director's report. >> my name is john kaufman. i drive through the attempt -- i goes through the temporary terminal every day. i am here to thank and congratulate the authority for moving from a fairly hostile position to where you have come to. i think this is progress. i am looking forward to january when the details are worked out. i think the use of the restroom by laggards will be minimal. it is just making it available for those needed. i think there are costs involved, but they should be minimal. i am very hopeful that you will be able to resolve tho

various items in that area. we will complete our real-estate acquisition for phase one this year as well. as i indicated earlier, we will start construction of the buttress and shoring walls, construction of the transit center in august, and finalize the ramp design and start the final design work. the rail extension will be submitting various is to the high speed rail authority, providing a cost and updating the drawings for consistency. on program activities, we will be looking for the board for approval on various street projects. we want to continue our quality assurance program. we are also working closely with the planning department, providing them with support and other information on their environmental plan. upon contract activities, what we expect to be bidding out this year, two utility relocation packages, traffic control, pedestrian barricade and walkways, pleasing design and build. we are looking for a temporary advertising bid and to award a public relations and community outreach project and financial- services project. now for the spt report, i would like our manager to

dooley: and then in relationship to the next phase and you have heard from the commissioners that there is great concern about the economic impact and there is various ways to take a look at the economic impact and to take a look at jobs affected. i don't see that listed in the timeline as a key criteria of something to be noting in your timeline. so between 2011 and 2013. >> on the next page, the presentation to the transportation authority and there are two major items listed and adoption of the report and then advancing further study, one of the things, in fact, it's the first thing listed is a more detailed economic evaluation. and those are the things that we think or rather that we have heard through outreach and would also recommend need further analysis and more detailed analysis in the next phase and we agree with you is essentially what i'm saying. commissioner dooley: ok. just note that it would be, if you're going to be doing this report it would be great to also see that economic analysis as a core component in that as well. >> thank you. president yee riley: commissioner kasselman. commissioner kasselman: i have one last question and i

phase. you had the various reports that have come out from the deficit commission and others. a serious start to overhauling the tax code both for individuals and for businesses. on the business side, it's coming up a lot, because the president is trying to appeal more to businesses, and there's a come planchte that the corporate tax rate is 35%. -- there's a complaint that the corporate tax rate is 35%. if you were to bring some of those rates down, you would lose some of the tax breaks. some are actually not suffering very much with a 35% tax rate. so unless you were to go industry-by-industry, and it's happened. it's hard to come to a conclusion for all of business on what to do in a case like this. for individuals, that's going to be a much harder push, because there's not a single lobby coming behind with a single tax code. starting over with a tax code, and instead of having thesal brackets which now go up to -- you would remove some important deductions such as eliminating the mortgage tax deduction. these are things that weigh on the cost of government and the tax code
