we sent nbc's vaughn hillyard to check it out. he's on the ground in winnsboro, south carolina, home at the element electronics. what are people on the ground telling you there, vaughn? >> reporter: yeah, good afternoon, craig. you're familiar with this community. i believe you grew up just about 30 miles from here over in columbia. here in fairfield county, this is a largely rural community. we focused on a lot of farming communities around the country but this is a manufacturing hub, or at least it was. unemployment here is over 10%. fairfield county has the highest unemployment rate already. so the news just two days ago that element electronics, the television assembly plant would be closing and putting 126 more people out of jobs was a difference-maker here. when you go around and talk to community members around here, it goes beyond just a job. it's the families, the communities, restaurants. it goes to the very nature and the very face of this community. i want to introduce you to terry vicar, one of those community members

rob: here to discuss director of policy studies at the center for immigration studies, jessica vaughnsica, thank you for coming on this morning, you read the story about the 3 particular people, they do seem to be rather reformed. is this -- is this really startling or is this something that we should be not be surprised by, i guess? >> well, it shouldn't be surprising at all that governor jerry brown of california is going out of his way to try to interfere with the deportation of people ice is going after because he's made it a big deal to make state a sanctuary states, the crimes in these cases were kind of shocking, one of them is homicide, gang-related homicide and all three of them in this case are cambodian and it's a complicated part of the law, it's not clear that the pardons that the governor gave them will be able to stop their deportation, it's also not clear if the government would even be able to deport them to begin with because the government of cambodia is not always cooperative in accepting its citizens back to that country. they originally came here as refugees at y

liz: hillary vaughn, thank you very much. we want to explain to our viewers vice president mike pence will be there to introduce the president and kirstjen nielsen, who heads up homeland security. we'll go straight back to the white house for president trump's remarks. team trump is moving the oil markets at this hour. we need to tell you the department of energy has announced it is putting up 11 million barrels of crude oil for sale. they're pulling it out of what is called the strategic petroleum reserve. this where the united states holds millions and millions of barrels of oil for emergencies. now the emergency, what is it? just that prices look to appear, that they're about to climb higher when iran's oil is moved off the market because of sanctions. the u.s. is about to impose in november. so we do see oil ticking higher by 3/4 of a percent to settle at $66.43 per barrel. we're in 66.40 in the after-market. even with oil's move slightly higher, airlines are rallying again thanks to lower level of crude prices and update

so, vaughn, apple and cherry producers, some of my favorite people, frankly are facing consequences fort round of tariffs. what are you hearing from people on the ground there? >> yes, exactly. good morning, chris. the growers were impacted by the retaliatory tariffs levied by china last month. that was in the middle of cherry harvest. about 80% of the u.s. cherries come here from the pacific northwest, idaho, washington state, oregon. $127 million alone worth of cherries went to china, which accounts for about 12% of the cherry market here out at washington state. i want to introduce you to burt. he's a cherry grower in washington. cherry harvest just wrapped up. this is what he told us. >> washington is the largest producer of sweet cherries and of apples in the nation. so agriculture in general is very important to this valley but those are two of the biggies. >> what's your concern with the current trade standoff right now? >> well, it definitely costs the cherry industry quite a bit of money this year. most of my cherries have been going to either japan, taiwan or china. you cut of
