nbc's shaq brewster joins us from new orleans and vaughn hilliard in houma, louisiana. shaq to you, hundreds of thousands without power and will be for weeks and weeks. what are you seeing in new orleans? i think they did get some power back there for some critical structures. >> that's right. power is slowly coming back unevenly and the president when he finally lands here in louisiana, one thing that will be unavoidable is the lines. this is one of the gas lines and it goes through one parking lot, that's not even one parking lot and all of the way through this and you see lines weaving. this one is about an hour long and at one point over the week it got up to four hours long. you not only see lines at gas stations. you see this at grocery stores and you see this for ice all across the city and all of these problems are because of the lack of power that you're hearing. we did get an update from the main energy provider here in the greater new orleans area and they're expecting to provide and restore power for folks here by the middle of next week. so they're days awa

let's go from there to vaughn hillyard in jefferson parish just south of new orleans.loods, of course. we're learning the power may not be restored until the end of september? >> reporter: alex, we're talking weeks here. this is debilitating heat, no power, and you're talking about here in a community of about 1,000 here in which the water and the mud just overtook the homes here in this community. you can see lifted up this boat, brought it over here. the part is about half of the residents here waited out the storm, unable to leave and are still attempting to live here to this day despite the circumstances. there's an individual living in this trailer here that was obliterated. if you pan over to the right you can see they've begun to be able to clear the road to make it somewhat accessible for folks here. you can see the amount of devastation. this gentleman's home is sitting up here on his porch right now because of the lack of air conditioning inside, the lack of power inside here. you can see this was a home that was built after katrina when the homes were essent

joining me from tennessee is nbc news correspondent vaughn hillyard. vaughn, what do we know about the investigation and a possible motive? >> reporter: lindsey, new details are emerging here. 15 individuals were shot by that 29-year-old gunman who was a third party vendor here who was working at the kroger's. the police chief says the fbi and these local law enforcement agencies have served a search warrant for where that individual resided here just down the road. they have interviewed one other individual. but they do not believe that individual was a part of this shooting that took place yesterday that left olivia king and those 14 others shot. it does not appear this was necessarily a targeted attack, that there were ten employees that were shot but there were also five customers. olivia was one of those customers. but we're in the front here of this kroger's, and i just came from the back where i was talking with one of those workers who was here yesterday. there is some video that was circulating where you see a gentleman on a roof. i just talke

down south to vaughn hillyard in lafitte, louisiana. lafitte we kept hearing from officials over the last week, incredibly hard-hit, eight days ago the storm hit but still spots near where you are that are underwater even now? >> hallie, half a million in louisiana are still without power here and just take a look at some of the footage we shot yesterday afternoon here of lafitte, louisiana, where we are right now. that standing water and mud created a swamp here across this town of about a thousand here, but this is a big shrimping industry area here. there's a lot of business retail that comes in and out of here and essentially so much of it is still under water or under mud. you can see behind us here family trying to get their trailer that is stuck out of the mud using the pickup truck but the mud is so deep, it is so difficult. i want to let you hear from katie arias, one of the residents about the hardship they're enduring eight days later. >> you're drowning and you're reaching up and saying, help me, and no one's coming. for yea

what's the latest on the search, vaughn?40-square-mile area here, the carlton reserve. this is about 20 minutes from where brian laundrie was living. it was now more than three weeks ago, september 1st, that his family says he returned in that white van from the western part of the country, but without gabby. and ever since then, he was here, in florida, not providing any answers to any questions, including being uncooperative with authorities. and it was one week ago yesterday, now eight days ago, that the family says that he came to this reserve in a vehicle, to go on a hike. but now it's been eight days, they say, since he has been seen. it took them four days, though. it was last friday that they finally reported him missing to authorities. so there's a big question mark, where has brian laundrie gone over the course of the eight days? initially, they called off the search here in this reserve, but yesterday morning, they were back at it, and now 24 hours later here, this wednesday, they are at it here yet again. again,

straight to vaughn hillyard in houston. what's the scene like there? >> reporter: let's start in houston. what this storm, tropical storm that hit the houston area is not, harvey. back in 2017, 50 inches of rain flooded highways and homes, flooded neighborhoods in houston. we in houston received just about six inches of rain to this point. only another inch or two are expected throughout the afternoon. wind gusts up to 60 miles per hour. at 1:00 a.m. it did turn into a category one hurricane when it made landfall south of here in texas. now the big question, what impact does it have moving east here. in greater houston, 450,000 have lost power. it is just a couple of months ago when the winter storm took out powers of homes of millions. 450,000 here in houston alone without power. the concern is when you look at beaumont, about 80 miles from here. they're still expecting four to five inches of rain. go another 60 miles, 150 miles from here. lake charles, louisiana, is under severe flood watch warning. they could hit another 12 inches of rainfall in the

hillary vaughn on capitol hill with the trickle down tax proposals. hillary?we talked to a number of business groups across industries and similar, same theme that we've heard from all of these organizations is that these corporate tax hikes will have a direct impact on consumers and also on workers as well. businesses essentially will have to make some tough calls if these tax hikes go into place. not only does it have impact on their bottom line but it will hit workers down the line with higher tax rates meaning possibly lower wages, smaller raises, less job opportunities. the tax hikes being considered right now by the house ways and means committee would try to scoop up at least a trillion dollars of new tax revenue raising taxes on corporations. including the raising the top corporate tax rates to 26.5%. that is up from the current rate of 21%. but that is not the whole story. on top of that most companies will also have to pay state corporate income taxes as well. the tax foundation did analysis, found, quote, higher corporate taxes reduce out put, produ
