. >>> i'm ali velshi. >> i'm stephanie ruhle. it's another week facing down another government shutdown. but something pretty extraordinary seems to be coming out of this one. and this is not only do we see a bipartisan effort -- that is a good thing -- trying to keep the government open. it turns out republicans really like to spend money. i mean, really like it. and that's where we start. congress has managed to hammer out a deal that sets federal spending levels not for one year but for two years. now, this comes after months of acrimony. and now six temporary budget extensions plus two embarrassing government shutdowns including one on friday that lasted only a few hours. the latest shutdown was ultimately lifted by a house vote that took place before the sun rose on friday morning. this entire shutdown happened while most people were sleeping. after all that back and forth, the secret sauce for getting both sides on board is even more spending. nearly $400 billion split between priorities for both parties. defense spending f

msnbc anchor and nbc news business correspondent ali velshi joins us to make some sense of it all. ali, what's going on? >> the good news is that the unemployment rate is 4.1%, has remained very low. when you have low unemployment you get higher wages. wages are 2.9% higher than they were a year ago. that should be good. people will get out there and spend, and that will heat up the economy. that's where the bad news comes in. that means the federal reserve will be more aggressive with increasing interest rates. if you're a company that good news doesn't look so good because you have got higher borrowing costs and higher labor costs. that's why investors get nervous and start selling out. lester, this is entirely normal. it's a cycle in which the economy gets better, interest rates go up and the stock market starts to slow down. the question is whether today's losses were the beginning of a slowdown or just a bump in an otherwise pretty smooth rise in the stock market. the thing that's worth considering is that this stock market is up over 20% in the last year. that's double a norm

let's bring in ali velshi for more on what happened today. what happened and why, sir, the big why is the big one. >> it's well overdue. we needed to have a pullback on this market. here's the simple explanation. when the economy gets better, wages go up. interest rates start to go up. when interest rates go up, you sit there with your money in the stock market ar you're getting a good return but it's risky. you say i can put it into bonds or a bank account which is now giving me more than 1% or 2%. people slowly start to shift their money from stocks to bonds. that's a normal part of the economy. the problem here is it's happened very quickly. bond rates have gone up. that's interest rates have gone up very quickly. people have taken their money out of the stock market putting it into the bond market and that's causing an the selloff in the bond market. interest rates will only go up a certain amount. this is a long overdue settling of this upward trend in the market over a long time. that's wa we're facing. > with the federal government out
