a little bit further north there's ventura county, who have reopened their beaches. they are still close. it is very hot here at the moment. my people are going to the beaches and some are travelling from los angeles to ventura county, meaning that those beaches are becoming quite crowded. the governor of california is concerned about that, and actually suggesting that he might ramp up some of the restrictions, having them being relaxed in certain areas, to try to deal with that situation. because what the authorities do not want — they don't want it anywhere — is people getting out into those beaches and collecting in small groups, as they clearly were this past weekend. wright peter bowes talking about how countries are working out how to lift their lockdowns. trying decide when and how individual countries relax their lockdowns has become the main talking point for people around the world. so what are the main options for a gradual lifting of the lockdown and what does the experience of other countries tell us? 0ur science editor david shukman has been investigatin

it's sandwiched between orange and ventura counties which, in fact, have opened access to beaches. e, they're concerned about quote-unquote out of towners flocking to those two neighboring counties. providing a bit of confusion nonetheless. we've had record-breaking temperatures across the southwestern u.s. we're talking middle and upper 90s. for international viewers that's the middle to upper30s. there is a layer of fog that will help cool the coastal areas now we start to focus the attention toward the inland communities. las vegas to the coachella valley. palm springs anticipating triple digit heat through the afternoon. their average temperatures about 88 degrees the so we're running 15 to 20 degrees fahrenheit above where we should be this time of year. you can see how the heat continues to build under a ridge. the extended outlook calls for well above average temperatures on the california coast through the four corners of the u.s. this is all amidst a pandemic with local restrictions and social distancing. this can be taken to heart for anyone dealing with heat. avoid workin

that is manifested by protest but also query, appropriate query like ventura county asking what can we do to begin to collaborate with you on making some adjustments. what can we do to san luis obispo. we are making calls and we are in contact we have to continue to be vigilant, 58 counties, 480 cities, local jurisdictions, local vements,al all want to do the right thing and everybody has a different timeline. that's a challenge, many parts, one body, tomorrow we will lay out ways that will do justice to not only acknowledge that challenge but also do justice on how we are processing those timelines and how we are working in a collaborative spirit with our local partners to advance the same. again, we are making progress in the states, you have made progress, there is a spirit that defined that progress. that was community, the commonwealth, the recognition that there is no leak on your side of our boat that we truly are in thannounced today, the californians for all.ca.gov website, forgive me, it is also about pulling ourselves out of this with that same spirit that we walked into it.

earlier this week they called out beach goers in orange and ventura county calling them an example of what not to do if they want to continue the progress against the virus . i guess people were crowded in that area which is what you're not supposed to do . many beaches and trails have been closed for weeks . others have remained open for those warnings for visitors to practice social distancing . a lot of them not heeding the warning . so we are losing our privilege, there's going to be some slack, we've also seen some of it people say it's time to start easing restrictions, not imposing more but we have to hear what the governor has to say at noon and then we will cover that life . >> several bay area counties tried to ease shelter in place orders . they'll allow for more outdoor activities including construction . businesses that operate out the doors and childcare for workers in groups of 12 or fewer children . golf courses and tennis courts will also be reopening . those living in alameda and other counties will be impacted. >> we need four weeks to really monitor the impact of t

that would be in ventura county and orange county. because of that the governor of not at all thrilled here. governor gavin newsom said that's not just what we want to do because these viruses don't take the weekends off. we're expecting to hear from him shortly announcing he's going to order all beaches up and down the state to be closed for the foreseeable future. now we just know in newport beach that city council in orange county had voted to keep their beaches open but with stricter enforcement of those distancing guidelines. so one. executive from orange county saying this is an overreaction. also san diego which opened up their beaches saying their people have done a good job of following the rules so they are not happy about this. they say it sends the wrong message. we do a memo was sent out to police stations in the state to talk about that. we're waiting to hear about that because of the concern of the virus still spreading as numbers are rising here in l.a. county. anyone who wants to get tested for the virus can now do so
