i think it is a very unique venue. the community is really a very givers community, and the security guards at the other club always love soften night raided soften night, because there are few incidents -- really love salsa night, because there are few incidences'. what happens is the club owners will rent out places to other people. it does lead to some unfortunate incidents. it is a huge area. the other point i wanted to make is there are not many venues fed to support the latin music. -- venues that do support latin music. they would have a pretty significant impact, and we are lucky to have venues that do support it. musicians need the work. they have a great location. >> thank you. stephanie dalton. >> i write newsletters' that got to 7000 people a week. -- that go out to 7000 people a week. i am an advocate for musicians. a lot of people cannot speak of, so i speak of for them, and i also speak of for community and keeping it altogether. i.m. kind of upset about the entertainment commission. i think they acted h

in particular, i think if we were to see -- it is one thing for a venue to get one noise complaint. it is another thing for a venue to have a certain set of complaints in a certain type of area that you can address, and i think that is the direction we are trying to achieve here. i know that the entertainment commission, according to your report, is doing the first full permit review of jellies since the permit was issued in 1994. could you talk in general about what current situations would trigger permit review like this? because it seems to me that there are probably a handful of unused that could use additional permit review. rather than making a decision to do this after a shooting, after a tragedy, are you thinking about having more proactive reviews of certain venues to make sure we catch problems before they literally blow up? >> yes, in fact, this is your idea. part of the legislation you approved late in 2009 includes the review primarily to acquire security plans on all the permits. as you know, we took over in mid-2003 from the police department, and probably 1/3 of the

also all of the other venues, radio, television, word of mouth. commissioner alan: good evening, thank you for making an interesting opportunity. we usually see predominantly dance clubs, so is nice to see some variety in the entertainment that is going to be available to folks in san francisco. could you let me know a little bit about what you bring to the table that would lead us to believe you are going to have a successful venue? i couldn't find that in the information i saw. you both shared employment at an auto dealership. >> my resonate? -- resume? i was a performer from the time that i was 3 years old. i grew up in the midwest and that it everything you could do as far as television, stage, that kind of thing. i moved to sacramento in the mid 70's where i had an improvisational comedy group. i am sure you're familiar with the committee in san francisco, we were lucky enough that they came to sacramento and taught improv workshops. i moved to san and cisco, studied with the committee, and was lucky enough to perform with the committee. i wr

we own and operate five venues in san francisco. and here today to express support for this proposed legislation to expand the entertainment commission's authority to revoke permits a problem venues. thank you for introducing this very important legislation. the incidents of random violence outside or near san francisco's nightclubs are senseless and tragic. we must all pause and reflect on the cause of the consequence and violence with a fatal incident happens in our city. unfortunately, the 24-hour news cycle takes over and the time for reflection is replaced with a rush to judgment and finger- pointing. one of the elements that gets lost in the media storm is the vital role in that light plays in shaping our cultural landscape, local economy, and community conscience. unfortunately, a few bad apples venues have the ability to demonstrate but a failure to maintain adequate security measures and an unwillingness to work with the city to address possible problems before they occur, the astonishing the industry, which overwhelmingly

otherwise, they will be wanting to use every possible venue to argue the case, but as a matter of policy you are not going to find this commission taking a vote to try to influence the decision being made by some other city body. it is important to see the permit only includes three conditions. when police issued this permit back in 1994, the assembly noted dancing for patrons can last until 2:00 a.m. the maximum occupancy is maybe two patrons, and there is to be no public occupancy of the second floor. that is for bathroom use only. in terms of whether those are relevant to us, we recommend entertainment until only 1:30. we always defer to the fire department, sir talk to them, and public occupancy of the second floor. no occupancy of second-floor is certainly on the table. the main focus will be recommendation that the new recommendations from a few station. -- from dave ehud stations. -- bayview stations. >> it sounds like a seven-day perspective. we have a variety of different perspectives from the one where we do a 72-hour and light of some public safety emergency where we feel the

commissioner joseph: i've never been inside the venue, how many floors does it have? >> one floor. commissioner joseph: the sound level is located on the street level floor? >> yes. commissioner joseph: i guess i'm asking the question because as far as i know, bass sound falls, it doesn't rise so when it falls it's a very powerful signal and if it falls and hits something it bounces up. so there are some remedies for sure they can use. >> sorry, just to add to what you just said, commissioner joseph, the other issue to remember is that bass frequency -- you're absolutely right, bass frequency does have a tendance i couldn't to fall and what we might be dealing with, a big might, with the construction as a giant concrete box with a concrete floor, basically you have the bass signal that not only falls but turns the entire building into a bass speaker. commissioner joseph: if it is concrete and bass falls because it travels through concrete it falls and goes into the ground and then will travel through the concrete, go up the concrete walls and go to the roof. and that is kind of wha

there was a panel we put together that consisted of a venue owner, head of security, a promotor and a member of the police department and it was moderated by myself and commissioner joseph. and we covered security plans, best practices, promotor issues, we handled some questions from the audience as much as time allowed. there was a break and then we went into breakout sessions to discuss some of the safety issues in more detail with each other and with facilitators helping to document some of the things that came out of the meeting. so feedback from sfpd and the industry was really, really positive. as it was two years ago, and we're hopeful to do this annually as opposed to every other year, again, sort of staff time allows us to do these things. the fourth of july holiday came right on us after that happened so we haven't been able to get back together with command staff and some of the other people who helped us facilitate to talk about the outcomes but we hope that we will end up with some possible pieces of legislation to remedy some issues or policy directives that you might wa
