[laughter] [applause] gov. scott: mr. president, madame speaker, and mr. chief justice, members of the general assembly, distinguished guests, and fellow vermonters, two weeks ago, i stood before you as a major challenge we face and opportunities to address them. for those who have been here a while, i don't have to tell you doing a budget is never easy. year after year, with many worthy initiatives and programs, it is our job to separate our wants from our needs, to make sure we are meeting our goals and where we can get by with less. this is a difficult path before us in a process that forces us to find balance between our hearts and minds, that each dollar will be spent comes directly from hard-working vermonters. but i am certain
