[applause] >> next, we will hear from jake martin from the veterans administration. these are not just numbers on the page. dba has been essential -- the va has been essential. >> i am take martin and the work for the va. i have been there for about 20 years. i am homeless center director. i am joined by our chief of social work. we've seen many, many homeless veterans come to my clinic down at third and harrison. in 2008, we received 35 vouchers. i had over 300 veterans expressed interest. we interviewed every single one of those veterans to make sure that we were housing the most eligible, the most chronically homeless veteran. it was a daunting

with employment issues, health issues, and liaising with the local government as well as the veterans administrationen we came into office, one of the things we saw it is our veterans were forced to travel to hawaii and other states to receive health treatments. since the onset of the iraqi war and so many of our reserve forces were deployed, we began to see a lot of them with behavioral health problems. it was -- at that time, we started pushing the veterans administration to have a clinical in america samoa, or at least partner with us so that we would be able to afford their health care locally. the veterans administration has now established a full-time clinic and staffed it with professional physicians and nurses, and is doing the outpatient treatment effectively. that is part of the reason we are standing up the new department. there are so many issues that need to be addressed. and we do not have anyone full- time assigned to that task. the new department will specifically work with veterans and their issues. second to that, i have also created legally it veterans association of american samo

not just the veterans administration budget but also the defense department. both are going up considerably. because they are separate systems from the conventional health care system, it does not attract as much attention. it is a considerable issue. they're a been a lot of claims from people who have come back to moroccan afghanistan that the plan is inadequate for their needs. because they served in the military, the promises made to them when they come into the military in terms of health coverage are not being met. i think a lot can be done to integrate the military and va health systems into the rest of the health care system. in the era of world war ii, it made sense to have a system of va hospitals that were specialized. i am not sure if it makes sense today. i think it would make more sense to say if you are a veteran, we will give you a generous amount of money to buy your own insurance plan. they can choose to have you treated at the va or any other hospital. we will give people more freedom and choice. we will also create more competition among pro
