vic lee joins us now and learned that the city attorney report as a result of the crash that creditsis called rescues and firefighting successes for the city responders. and gives us a glimpse of what future arguments will be against claims. >> we have a copy of the report. this is it submitted by the city attorney. all 18 pages going through what happened that materialible day. and some people at hear beings. now, rourts conclusion is that it was an unfortunate sdept but the city was not negligent. report says five people were ejected. two crew members were injure but survived. of the 3, 2 died at the scene, one later at the hospital. the city attorney reports highlighted information. included is that 6-year-old did not have her seat belt buckled when the plane crashed. the body found outside of the jetliner. it was determined that she had been run over by two trucks the report also says the other teen who died on the runway may may not have had her seattle sooet belt on. >> analysis of the seat belts suggested they were still intact and by our belief had in the been used at the tim
