good evening i'm vicki liviakis. we have team coverage tonight on the stormy conditions. kron-4 meteorologist brian van aken is here with where the rain is headed. but first kron-4's scott rate is live in san francisco.where we are starting to see a lot of water collecting on the streets. scott we just heard an off-ramp had to be closed because of flooding? >> scott rates yes we checked and in the past 30 minutes to close the off ramp to 1 01 and cesar chavez. the flooding has gotten so bad in that area. it is also bad here in the marina. there are big puddles pulling up and cars flying through, misjudging their speed and hydroplaning abet. a lot of the wet weather we're seeing across the bay. right before a lot of the tunnels, going southbound, you can see the mudslide that came down and it--highway patrol had a close lanes. this may cause some heavy traffic for travelers headed there. the businesses in this area are getting sandbags just in case the next batch of rain comes there and hit them hard. they're not taking any chances. to have a lot of rainfall and a lot of c

hard to keep track at this point. >> reporter: good morning sam and vicky. the first of the fires happened here at the river walk apartment in call bell around 11:40 last night. around 40 minutes later, a second fire. investigators may be looking at location. this is the trail for the lolos los gattos creek. then just over an hour later after the second fire, san jose firefighters responded to a third vehicle fire, that one about 12 miles away in east san jose by silver vehicle valley road. there was an suv fully ungulfed by flames. by the time our crew got there, the firefighters were hosing down hot spots. you could just see the metal frame and wires expost. we noticed no other vehicles around that park. the next step is to examine the evidence, field system, engine, carburetor. could it have started from an electrical short? so far the third fire not being investigated as arson. these happened just in the last few hours and overnight. they say no link between the first two fires. police are also investigating. >> thank you very much, stephanie. >> not a f

i want to go to vicky vardin. vicky, what can you tell us about the condition of the patients this evening? >> reporter: well, i'm currently standing outside the royal north shore hospital in sydney's north where two of the hoft jstages a being treated. a 43-year-old woman is in serious but stable condition after receiving a gunshot wound to her leg. a second woman in her 30s is in a stable condition. it's understood she is pregnant and is being looked over by doctors here. elsewhere, two other hostages have been treated for gunshot wounds, and a second woman is also being checked over by doctors. she is also pregnant. now, earlier today a police officer caught up in the crossfire, he was released from hospital. he had a graze to his cheek after receiving a gunshot, cut by a gunshot pellet and also had a cut to his hand. so obviously, a very serious situation here in sydney. 17 people were held hostage, and of course our thoughts and prayers for the family members of those involved here. >> anna, i want to ask you

vicky? >> good morning. we told you about the postal service policy that tells thousands of employees to call security instead of calling 911. in oakland, 911 wasn't called for 53 minutes after a colleague found hmm lying on the ground bleeding. now employees are voicing concerns about the policy for years. these grievances were filed by postal workers here in the bay area. they document multiple instances where employees needed emergency medical care. in one case someone suffered a seizure at work and 911 wasn't called for 45 minutes. and yet the usps did nothing to chang its emergency medical procedure. employees say they've also been told they would have to foot the bill if they call an ambulance. oakland postal officials say they're now revising their 911 policy after our initial investigation, but it's been six weeks and employees say still no changes. watch our full investigation and weighin. >> vicky, thank you. if you have a tip for the investigative unit, please give us a call or e-mail us. >> happe

investigator vicky nguyen broke the story and is back with us after more employees stepped forward. >> reporter: we've learned employees have expressed their concerns for years, these grievances from 2005, many document multiple incidents where employees say they needed emergency medical care, but it was delayed. james terry remembers what happened the day his friend died. >> he had a heart attack. >> reporter: he and lionel hankins were at work here, the postal processing center in west oakland when hankins collapsed. terry says 911 wasn't called right away. >> laid him on one of the tables in the break room and called the nurse and the nurse had the postal police come down and look at him. >> reporter: he's sharing his story after learning of a similar delay in calling 911 this summer, two decades later. in the early morning hours of august 8th, sam was at work. >> we have an employee bleeding from the mouth. >> reporter: no one saw what happened to sam, but coworkers reported finding him on the floor bleeding and unconscious, some time between 3:00 and 3:30 a.m. but records show 91

investigative reporter vicky nguyen explains what she has uncovered at the u.s. postal service. >> reporter: time. we seem to pay attention to it only when it matters. like the moment when a father becomes a grandfather. or the passage of a milestone, 25 years of marriage. >> they call us the perfect family. >> reporter: for larnie, time was the only thing that mattered the night her husband sam lay critically injured, waiting for help. >> it's so sad because i can imagine him fighting for his life. >> reporter: this was sam's second home. the postal processing and distribution center in west oakland. it's where he operated a letter sorting machine on the overnight shift. >> he worked there for 20 years. very dedicated, very honest. everybody loved him. >> reporter: no one saw what happened. but on august 8th, coworkers found sam lying on his back with blood coming from his mouth and ears. down from an apparent head injury. as we've learned from an internal post office investigation, employees reported finding sam between 3:00 and 3:30 in the morning. but dispatc
