investigative reporter vicki nguyen is here with a look at what's at stake. >> good morning.at sake a $415 million. if you are a pg&e customer a portion of your bill goes to fund sgip, that stands for south generation incentive program. the program started in 2001 to it fund innovation in green technologies and cut greenhouse gases but assembly dan das williams and others say the program has delivered minimal benefits at extremely high costs and they want tougher standards. sgip is run by the california public utilities commission, the new president michael picker has proposed a 5% reduction in greenhouse gas emissions from the current standard, but williams says that's not enough. he and others say a 20% cut is more in line with the state's goals. the governor wants half of the hour in california to come from rethubl resources by 2030. in the letter lawmakers say if picker's proposal is adopted s swrip will continue the absurd practice of subsidizing natural gas consumption supporting existing technologies that have already taken hundreds of millions of dollars. you can see

and i'm vicky nguyen in for kris sanchez. >> stephanie chuang is live in san francisco. of all people, investigators with a dumptruck, why is that? >> oakland investigators are questioning a dump truck driver who apparently in the last hour, hour and a half walked into an officer and said i picked up a woman who was wet and dropped her off somewhere. we're also understanding that they believe that this missing woman was the driver of a car stolen out of southern california. a woman who's not been seen for a nine hours, the coast guard and chp had officers in the area. multiple boats were in the water. the missing woman is described as in her early to mid 20s, a his spain woman from the east bay. investigators boulevard she was behind the wheel of a car that crashed eastbound on the bay bridge, a car that came back stolen out of los angeles reported a few weeks ago. officers had seen the crash, they tried to catch up with her and two other women who were walking away from the scene, but 50 yards out, they say a missing woman went over the bypass, and dropped. she says off

here is investigative reporter vicki nguyen with what she under covered. reporter: day after day we watched as men outfitted in military clothes sat at tables with flags and ammo boxes, they accepted cash donations and made big promises to our hidden cameras. they said gift a vet gives money to homeless and disabled veterans and partner with groups in santa clara county. both the county and court leaders say they have never worked with gift a vet. with en we asked the co-founder fallean mintz questions he jumped in a car. we heard they are not registered with the irs as a charity or nonprofit. when we dug founder into the co-founder's history we now mints was arrested for brand theft. dorothy arndt is listed as the group's founder but we never saw her out collecting cash. she was convicted of aggravated sexual abuse of a 15-year-old in 2007. she never returned our messages for comment. nonprofit experts say this is part of a troubling trend, groups taking rang of the good will toward veterans. they say unless it's an organization you recognize, steer clear
