vicky nguyen joins us now. >> reporter: we on tabtained a letter asking regulators for a meeting to protect residents from future fires. there have been six major fires at the facility since 2007. five of them at plants operated by sims metal. after two fires in november and december at sims metal recycling in redwood city, a call for action. in a letter dated january 16, the city manager wrote to federal regulators saying -- >> reporter: sims is one of the largest companies in california recycling metal from old cars and appliances. since 2007, five fires have erupted at sims' facilities. three of them in redwood city. >> we're as concerned as everybody else about what started these fires and we're committed to making sure they don't happen again. >> reporter: but critics say regulators haven't done enough to prevent the fires or the pollution of the byproducts. >> it is toxic, because we have now identified lead and other chemicals that are part of that scrap metalling process. >> reporter: regulators at the department of toxic substances control plan to reclassify the waste as toxic in
