vicky, what are they saying and what are they speaking out? >> reporter: raj, insiders came to us to expose what they call serious safety issues and a lax drug and alcohol policy. their concerns prompted us to ask vta for the number of people it fired and rehired over the past ten years, people in safety sense stiff jobs. we found that bus drivers and train operators fired for accidents, ub sns sta bus, assault of a to passenger all ended up back on the job. and we uncovered a federal audit urging vta to reconsider its drug policy. >> some things are severe and safety issues. >> our sense is that the person should be determine naitded. that's where we made that move to begin with. but there's a negotiated process. pvta says it's not as faultd, pointss to a very powerful collective bargaining agreement with the union that requires the agency to rehire anyone who wins a days in arbitration. we will have much more tonight, including how vta's rehiring rate compares to other transit agencies and also how much it spents on back-pay after rehiring t
