vicky na win vicky nguyen is here with new details. >> a management alert from the office of attorney general. it sites our original report for calling attention to the 911 issue and that it is revising national policy to instruct employees to call 911 immediately when there is a medical emergency. call 911 in case of a medical emergency. what is common sense for most of us was simply not the rule at the usps facility in oakland. it was a rule that may have caused serious delays for postal worker, sam mccaution. in august they found him down from a severe head injury. >> we have an employee bleeding from the mouth. no one saw what happened to sam but coworkers reported finding him lying on the floor bleeding and unconscious. records show no one called 911 for up to 53 minutes after he was found. sam's wife marny. >> it is so sad. i can imagine him fighting for his life. >> the investigative unit first revealed an internal postal service report that showed employees first called supervisors that called more managers who called the on-site postal police who finally called 911. why? beca

investigate sieve reporter vicky nguyen is here. the usps is changing the national rules governing how and when employees are allowed to call 911. the new rules say to call 911 immediately in the event of a medical emergency. it sounds like common sense, but it wasn't the case until now. the changes stem from our report in november that revealed serious delays in medical 2r50e789 for postal worker. 911 wasn't called for up to 53 minutes after co-workers found him on the ground bleeding from a severe head injury. after seeing our report, the usps office of inspector general launched an audit, finding inconsistencies in the policy across the entire organization. congresswoman barbara lee spoke with the mostmaster general and just this month new rules were issued. the changes, though, come too late for sam. he eventually died from his injuries, but his legacy now helping the half million people who work for the usps. you can see our entire report at nbcbayarea.com. just click on the "investigations" tab. guys? >> that i can you, vicky.

our colleague and friend vicky nguyen fled vietnam with her family.on this anniversary she looks back at their journey. >> reporter: america is a nation of immigrants. my family's story is one i think a lot of immigrants can relate to especially here in the silicon valley. san jose is home to the second largest vietnamese population outside of vietnam. my parents escaped the country in 1979. i was just eight months old when we fled with my two uncles and a great aunt. we spent two days and nights on a fisherman's boat surviving a robbery by pirates on the open sea before finally reaching a refugee camp. it would be nine months before my parents got word that we were going to the united states. we were going to be sponsored by people who had never met us. last month we travelled to eugene oregon to reunite with the ware family and their friends. it was my first chance to thank them as an adult for their generosity and kindness in helping my family 35 years ago. >> very long time. >> how are you? >> let me see. you're a young man.
