i'm investigative reporter vicky nguyen. now a bay area city is working to make changes. prevent teenage suicide on the peninsula. >>> changes are coming to a program designed to help prevent teenage suicide. >> and we revealed some of the security guards on the railroad tracks are frequently not there where they are supposed to be. senior investigative reporter vicky nguyen has the details. >> we first reported on problems with the track watch program back in february but new records show palo alto city leaders were already warned that missing guards would become an issue and they failed to act. now, as the city works to make changes, questions remain about the program's effectiveness. our hidden cameras first showed you some guards sleeping and texting on the job while others left their posts empty for hours during critical hours. the track watch program was created to keep an eye on suicidal teens. after a series of reports regarding some guards committing crimes with the previous security contractor to others missing in action. >> this is our tax dollars. yep, palo al

. >> investigator reporter vicky nguyen and up next why they are speaking out about seeing our report. >>> whistleblowers at the world's largest food distributor described unsafe conditions when it came to delivering food once again. >> vicky nguyen first exposed these concerns at sysco that prompted new allegations. >> yeah. and this comes from north of the border in canada. these whistleblowers came forward and were shown our reports from here in california at a food safety meeting and that is what prompted them to speak out. fine meats, chicken, raw pork. some of the frozen food that whistleblowers found sitting in temperatures above 60 degrees. >> there's just a lot of wrong things. >> reporter: insiders at sysco in canada say for years they witnessed perishable food sitting at the docks. they distribute food to thousands of people and is supposed to be used as a pit spot to transfer food from refrigerators to trailers. >> general freight [ inaudible ] dry goods or farm equipment, machinery parts or stuff like that. >> reporter: they saw the food sitting out for one hour and worke

. >> vicky nguyen joins us with new details. >> good morning. we exposed problems with the track watch program in february. palo alto city leaders were warned that missing guards would become an issue but they failed to act. our hidden cameras showed how some guards were sleeping and texting on the job, while others left their post empty for hours, during critical times when trains were running in palo alto. it was created to keep an eye on suicidal teens. many raised concerns after a series of nbc bay area reports exposed these problems. some of these issues could have been avoided. they predicted some of these issues and proposed solutions back in december. from the lack of back rooths, guards having to walk up to three miles, inadequate shelter. the current contract ends june 309. we asked for an on-camera interview but the city declined saying it is in negotiations for a new contract. the owner of cyber security says he is proud of the officers who performed duties under difficult conditions and intervened in multiple situations to protect t
