to victor blackwell in arkansas, the other state where religious freedom laws have been amended and quickly passed. victor? >> reporter: this shows lawmakers can move quickly if they have the right motivation. asked the state legislature to recall the first religious freedom bill because it didn't clearly outline first amendment protections and wasn't close enough to the federal law. well, in one day, the house or rather the senate then created that vehicle, both chambers passed it and the governor signed it within an hour. they have a lot of motivators though. walmart, the state's largest employer insisted the governor veto that first bill and after that, things moved quickly. there was some pushback from the governor's own party. a state rep said they should force the governor to either veto or sign the first bill and not allow him to hide behind state legislators. that didn't happen. it was passed by both chambers with wide margins. two important elements here, chris. we heard walmart congratulating the governor recalling the first bill and i spoke with the organizers of the protest that

my cnn colleague rosa flores is in indianapolis and victor blackwell are joining us. he's on the phone in arkansas. first to you, this was big breaking news. give me the rundown of how this morning played out and how governor hutchinson came to this decision. >> reporter: what we heard from the governor's office was that he was intending to sign this. but a change of heart, a change of mind today that he wanted this to be recalled by the state legislature to make some changes. he didn't say specifically what those changes are, mentioning the first amendment. but he said it should mirror the federal law. listen to what the governor said this morning. >> the bill that is on my desk at the present time does not precisely mirror the federal law. it doesn't mirror it in a couple of ways, particularly allowing the first amendment to be asserted in the private litigation between parties or the reliance upon the state law and those claims. therefore, i ask that changes be made in the legislation. and i've asked that the leaders of the general assembly to recall the bill so th

cnn's victor blackwell is live in little rock with all of this drama. rnor hutchinson there in arkansas may have learned a lesson from what governor pence in indiana has gone through. >> reporter: there's the distinction that what we saw from governor pence was the call for the fix after he signed the bill. governor hutchinson calling for some changes before signing it, if he signs it at all. and it's important to highlight here that this landscape has changed. up to yesterday when this was passed by the legislature, the fight was between the two parties. now there's this intraparty fight where the governor is asking the majority republican house and senate here to make these changes. i just had a conversation with the senate sponsor, bart hester of this bill who said it's going to be a difficult climb for the governor to get this and he put the onus on the governor to make sure these changes he's calling for are enacted. he's specifically calling for allowing the first amendment to be asserted in private litigation or relying upon state law, one of the

let's bring in cnn's victor blackwell live from little rock, arkansas. re this morning, victor? >> alisyn lots of legislative and political maneuvers to pull off what the governor is asking for, surprise announcement from the governor yesterday, when he said that the bill that was sent to him. the religious freedom restoration act, 1228 did not clearly mirror the federal law. that's after he said he was going to sign the bill. what the senate did was pass a new bill. senate bill 975, that does just that. mirror the federal law. what was the reason for the governor's change of heart? maybe walmart, the state's largest employer speaking out against the bill. maybe his own son, seth hutchinson opposing that bill. either way, this new bill passed by the senate goes to the house today. i spoke with a mouse lead another says he's optimistic that they will pass that and give governor what he's asking for. in indiana the law has passed. that rfra law, the religious freedom restoration act. the governor there, mike pence, asking for changes that would make it clea
